f. REMOVAL OF FACILITIES: Freestanding structures, antennas, and supporting equipment associated with wireless telecommunication shall be removed by the provider of such facilities and the site restored to its pre-construction state if said facilities have not been operational or used for a period of six(6) consecutive months. Removal and site restoration shall be completed within ninety (90) days of the end of said six (6) month period. (Development Title Section 9-1065.8) g. LIGHTING: Lighting shall comply with Federal Aviation Administration regulations. 2. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Bill DuBois, 468-3000) a. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable at the time of building permit application. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. (Resolution R-00-433) b. The Regional Transportation Impact Fee shall be required for this development. The fee is due and payable at the time of building permit application. The fee is based on the current schedule. (Resolutuion R-06-38) c. The Water Supply Facilities Impact Mitigation Fee shall be required for this development. The fee is due and payable prior to the issuance of building permits. The fee shall be automatically increased on January 1 of each year through the year 2015 at the rate of 4.55 percent. A credit may be allowed if it can be verified that the existing development on this site was in operation on or after April 30, 1991. (Development Title Section 9-818.4 and Resolution R-97-5) d. A copy of the Final Site Plan shall be submitted prior to the release of building permits. e. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is required upon submittal of verification. f. Developments of less than one acre that are not part of a larger common plan of development shall comply with the County National Pollutant Discharge Elimination System requirements by following the practices of the County's"Small Site Storm Water Management Plan." g. The site shall be designed to contain the storm water runoff on the site and to prevent off-site sediment transport. 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Michael Escotto, 468-3443) a. Any geotechnical drilling shall be conducted under permit and inspection by Environmental Health. (Development Title Sections 9-1115.3 and 9-1115.6) 4. SAN JOAQUIN COUNCIL OF GOVERNMENTS (Staff Contact: Anne-Marie Poggio-Castillou) a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan (SJMSCP). This can be up to a 30-day process, and it is recommended that the project applicant contact SJMSCP staff as early as possible.
