L ftw
L August 16, 2004
NOA Project Number: E04095A
L
A labor camp consisting of a bunk house, two residences, a mobile home, and several barns,
garages, and sheds was located at the northeast corner of the property. One domestic water well
6. was observed within the labor camp area. Several above-ground storage tanks were observed
within the labor camp area, though only one of these is actively used (see section 2.4). Several 50-
gallon drums were observedas we1L One of these was sealed but felt fu1L Another drum was
6. corroded at the bottom, and oil appearedto— ieUripped out onto the ground over a long period
of time. The remaining drums appeared to be empty.
A shed was observed to contain several empty agricultural chemical and bleach containers. A
pallet of used automotive batteries was observed to the north of the shed. Several automotive
` chemical containers and an empty drum were observed near a tree to the south of the bunk house.
An abandoned car and a diesel truck were observed to the west of the labor camp. A pile of
r, agricultural equipment and tires was observed to the south of the labor camp. A minor oil stain
was observed in the soil surrounding the labor camp.
L Two power poles were observed with three transformers on each. The majority of the
transformers were black, rusted, and appeared to be fairly old. No evidence of leakage was
observed. No blue polychlorinated biphenyl (PCB) free stickers were observed on the
transformers.
6. and
properties were observed to be agricultural land, including corn fields, open fields,
and vineyards. No environmental threats to the subject property were apparent on the
surrounding properties.
6.
3.1.10 Pacific Gas fr Electric
Mr. Eric Nolan of PG&E was contacted on August 13, 2004 regarding the PCB content of the
pole-mounted transformers on the subject property. Mr. Nolan indicated that he cannot search
the PG&E database without an exact physical address for the subject property.
Ms.Linda Harkins of Stockton PG&E has stated that the only way to determine the PCB content
of transformers without blue PCB-free or silver retrofit stickers is to have them tested, a service
which PG&E will provide for a charge (personal communication, March 5, 2004).
L
L
11
L
L
