Environmental Issues to be discussed in the EIR: <br /> 1. Land Use. Potential effects of the landfill expansion on local land uses, including potential bird <br /> hazards for the Stockton Metropolitan Airport, conversion of prime agricultural lands to an <br /> industrial use, and night lighting will be assessed. <br /> 2. Traffic. Traffic analysis will be provided relative to the increase in vehicle traffic at the entry <br /> location, and the intersections of Austin Road at Mariposa Road, Arch Road, and French Camp <br /> Road. <br /> 3. Noise. Noise generated at the site will be evaluated relative to the impact on nearby <br /> residences and compliance with the County noise ordinance. <br /> 4. Air Quali !Odors. The EIR will assess the public health consequences from potential chronic, <br /> acute, or accidental release of designated hazardous wastes into the air from the proposed <br /> expansion. <br /> 5. Hydrology and Water Quality, The expansion of the existing landfill will require a revised <br /> grading plan. Surface and groundwater impacts will be evaluated. impacts associated with the <br /> landfill's proximity on the relocation of the South Branch of the South Fork of Little Johns Creek <br /> will be evaluated. The EIR will review the proposed landfill development plan, including <br /> groundwater monitoring, leachate control, and runoff management plans. <br /> 6. Soils and Geology. Slope stability and earthquake issues will be evaluated. <br /> 7. Biolo ical Resources. The EIR will review biological issues relative to the expansion of the <br /> existing landfill. The San Joaquin County Multi Species Habitat Conservation and Open Space <br /> Plan will be described as it applies to the expansion of the current site. <br /> 8. Public Services and Utilities. The EIR will review impacts relative to police, fire and <br /> wastewater. <br /> 9. Cultural Resources. The EIR will summarize the cultural resources analyses and mitigation <br /> measures in the previous EIRs. <br /> 10. Visual Quality. The EIR will analyze the visual and esthetics of the proposed expansion. <br /> 11. Climate Change.
