there was no requirement that Horse Trail Way be extended to the <br /> property line. This road is not integrated into our development. <br /> There is no benefit to us to put that road through. It is not <br /> necessary for Flag City' s circulation pattern. We will put in the <br /> "T" with DeBroggi Road only when it needs to happen. It doesn't <br /> need to happen right now. In regard to storm drainage and water, <br /> when the County acquires the improvement district and has excess <br /> capacity, they use the capacity. Flag City is not built out yet. <br /> There is nothing out there now that is using this capacity. When <br /> that capacity is gone, conditions state that we will then put in <br /> the well and the ponds. <br /> Wally Sandelin (302 Cherry Lane, Manteca) , with Nolte & Associates, <br /> said that in regard to the location of an easement shown on the <br /> tentative map to provide connection to some stubbed out facilities, <br /> the easement is there because that is where the stubs were located. <br /> If he could move it somewhere else, he would. It did not include a <br /> continuation beyond the eastern boundary of Flag City. It was not <br /> going to go to Flag City Boulevard. The reason that the portion of <br /> DeBroggi Road that curved up and is now called Flag City Boulevard <br /> was not incorporated for development was because the condition said <br /> the frontage of DeBroggi Road. Flag City Boulevard ends in Mr. <br /> Halloum' s property. Their frontage does not continue along the <br /> loop, so that is why there was no requirement for construction. <br /> Flag City constructed the curved road because the access point to <br /> Highway 12 was disallowed by Caltrans. An agreement was entered <br /> into with Caltrans that in lieu of Flag City constructing signal <br /> lights at Thornton Road, they would go ahead and construct the <br /> other portion. Flag City has an agreement with the County <br /> regarding reimbursement for construction of improvements: (1) <br /> capacity into the waste water treatment system, and (2) oversizing <br /> of pipes for water distribution. Prior to annexation, payment has <br /> to be made.
