ZR-9S-08 OF <br /> MANUEL Q. SANTOS, ET AL (C/O WONG ENGINEERS) <br /> -------------------------------------------------------------------- <br /> i <br /> The proposal is a Zone Reclassification application to change the a <br /> site's zoning from AU-20 (Agriculture-Urban Reserve; 20-acre <br /> minimum parcel size) to C-C (Community Commercial) . The site 's <br /> General Plan designation is C/C. The project site is located on <br /> the south side of State Route 26, between Ione Street and New <br /> Street, in Linden. The application proposes that the parcel be <br /> provided public water and sewage disposal service by the Linden J <br /> County Service District, Storm drainage would be provided by a <br /> private, on-site retention pond. The application is scheduled to <br /> be heard by the Planning Commission on November 2, 1995. j <br /> 1 <br /> The Development Services Division has reviewed the above-referenced 1 <br /> application and developed a tentative recommendation of denial for <br /> the Planning Commission. The recommendation is based upon the <br /> project's inconsistency with the following General Plan Policies <br /> and Implementation Standards regarding terminal storm water <br /> drainage. <br /> General Plan Growth Accommodation Policy No. 1.c. : r <br /> Urban communities shall be planned to receive urban services, <br /> including community wastewater treatment, water, and storm <br /> drainage. <br /> General Plan Growth Accommodation Implementation Standard No. 4.b. : <br /> Urban zones shall be applied to areas planned for urban <br /> development only when those areas are needed for development <br /> and when services are or can be made available. . . Until that <br /> time, the areas shall be zoned Agriculture-Urban Reserve. <br /> General Plan Growth Accommodation Implementation Standard No. <br /> 14 .a. (2) : <br /> In reviewing an application for a zone reclassification of <br /> land to an urban use the following criteria should be <br /> considered. . .that adequate services can be made available for <br /> the development permitted in the zone. <br />
