Item No. 6
PC: 9-17-92
MS-92-147
Page 1
RECOMMENDATION
It is recommended that the Planning Commission deny Minor Subdivision Application No. MS-92-147
because Finding Number 1 cannot be made.
FINDINGS
1. The proposed map is consistent with applicable General and Specific Plans.
• This Finding cannot be made because the applicant Is offering the project parcel for
sale while applying for a homesite parcel for a family member. The purpose of this
provision of the ordinance Is to permit family members to finance homes on the family
farm so they can work on the farm.
2. The design or improvement of the proposed subdivision is consistent with applicable General and
Specific Plans.
• This Finding can be made because the design and Improvements meet the minimum
standards contained In the General Plan as reflected In the tentative map.
3. The site is physically suitable for the type of development.
• This Finding can be made because all development requirements In the County
Planning Title and all minimum County standards are met. The parcels are large
enough to provide on-site services. The homesite parcel meets the requirements of
the Williamson Act, and all parcels have 100 feet of frontage.
4. The site is physically suitable for the proposed density of development.
• This Finding can be made because the number of parcels proposed Is consistent with
the agricultural density of the General Plan. Land designated Agricutture In the
General Plan requires five acres per dwelling unit. This subdivision averages 10
acres per dwelling unit.
5. The design of the subdivision or the proposed improvements are not likely to cause substantial
environmental damage or substantially and avoidably injure fish or wildlife or their habitat.
• This Finding can be made because no adverse environmental Impacts were Identified
In the analysis of this project. No unique wildlife habitat has been identified on the
project site.
