D. Open, pump, and backfill the septic tank, seepage pit or excavation under permit and inspection by the Environmental Health Department (San Joaquin County Development Title, Section 9-1110.3 & 9-1110.4). E. Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the number of service connections exceed four, a yearly permit to operate a public water system will be required by the Environmental Health Department (San Joaquin County Development Title, Section 9-1120.2 and 9-1115.9.). The supplier must possess adequate financial, managerial, and technical capability to assure delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health and Safety Code, Section 116525 through 116570. Applicant shall contact Rodney Estrada, Program Coordinator, Small Public Water System Program, at (209) 468-0331, to determine if the existing well can be permitted as a public water system prior to final occupancy. F. Construction of an individual sewage disposal system(s) under permit and inspection by the Environmental Health Department is required at the time of development based on the Nitrate Loading Study findings (San Joaquin County Development Title, Section 9- 1110.3 & 9-1110.4). G. Applicant will need to get written approval from a public entity that will accept the proposed winery waste should applicant propose to haul winery wastewater offsite. That written acceptance shall be presented to the Environmental Health Department prior to issuance of building permit and/or final occupancy approval. H. If floor drains are required, they must be plumbed through a sand/oil separator and discharged to an above ground system approved by the Environmental Health Department. A registered engineer must design this system. The material collected in the above ground holding system must be analyzed for hazardous constituents prior to disposal. Specific test requirements may be obtained from the Environmental Health Department. A $278 plan check fee is required at the time of submittal. I. If hazardous material(s) is stored on site, applicant must register all regulated hazardous material stored onsite at, cers.calepa.ca.gov, for all regulated Certified Unified Program Agency (CUPA) programs.
