If floor drains are required, they must be plumbed through a sand/oil separator and <br /> discharged to an above ground system approved by the Environmental Health <br /> Department. A registered engineer must design this system. The material collected in the <br /> above ground holding system must be analyzed for hazardous constituents prior to <br /> disposal. Specific test requirements may be obtained from the Environmental Health <br /> Department. The fee will be based on the current schedule at the time of payment. <br /> F. The existing private water wells shall be tested for the chemical Dibromochloropropane <br /> (DBCP) and nitrates with the results submitted to the Environmental Health Department <br /> prior to issuance of building permit(s). Samples are to be taken and analyzed by a State- <br /> approved laboratory (San Joaquin County Development Title, Section 9-1115.7). <br /> G. Should the number of non-resident individuals exceed 24 for at least 60 days per year, or <br /> the number of service connections exceed four, a yearly permit to operate a public water <br /> system will be required by the Environmental Health Department (San Joaquin County <br /> Development Title, Section 9-1120.2 and 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to <br /> assure delivery of pure, wholesome, and potable drinking water in accordance with San <br /> Joaquin County Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, <br /> and Health and Safety Code, Section 116525 through 116570. <br /> Applicant shall contact Robert McClellon, Program Coordinator, Small Public Water <br /> System Program, at (209) 468-0332, to determine if the existing well can be permitted as <br /> a public water system prior to final occupancy. <br /> H. Any geotechnical drilling shall be conducted under permit and inspection by The <br /> Environmental Health Department (San Joaquin County Development Title, Section 9- <br /> 1115.3 and 9-1115.6). <br /> 1. Applicant will need to get written approval from a public entity for the disposal of winery <br /> wastewater by removal of winery wastewater to an offsite disposal facility or from the <br /> Central Valley Regional Water Quality Control Board for discharge to land. That written <br /> approval shall be presented to the Environmental Health Department prior to issuance of <br /> building permit and/or final occupancy approval (San Joaquin County Development Title, <br /> Section 9-1125.5). <br /> J. Before any hazardous materials/waste can be stored or used onsite, the owner/operator <br /> must report the use or storage of these hazardous materials to the California Environmental <br />
