FrReference
UCTION
made to the Surface and Subsurface Contamination Report (SSCR) 7conducted
nced Project in March 2004. An Update of this original SSCR is beie were family and document signature issues that delayed the comple
and the Application consequently became delinquent. The original SSCR stated that the project was
to consist of a two Parcel subdivision.
To conduct this Update, the following procedures were conducted: The subject property was first
walked and visually inspected. Secondly, GeoTracker public information records were reviewed for
any changes that may have occurred on, or around the subject property since the date of the last
inspection and initial SSCR of March 5, 2004. No significant environmental changes were found
and the property is significantly cleaner than when initially assessed . Thirdly,Mr. and Mrs.
Alfredo and Delia Rodriguez were interviewed on April 4, 2008 for additional information between
the original SSCR and this SSCR Update.
The following was investigated or observed for this SSCR Update:
i/1. There was no evidence of any drug manufacturing materials that may have been dumped on
the property, especially at the "back"or to the north of the property. No records were
available indicating environmental contamination, and there were no observations made of
surface contamination to the subject property.
/2. The materials that were initially observed in 2004 such as used batteries have been disposed
of properly. There are no ponds, pool or waterways are on the parcel and no natural
drainage courses, other than irrigation conveyance canals to the east, center, west and south
property borders. Stormwater from the property drains into these conveyance structures.
The residential structure and metal shed are supplied with on-site well water which will be
tested for the Soil Suitability Study. The residential structure has an on-site septic system.
3. Description of all past off-site potential and/or known above and below ground sources of
contamination identified in the area of the project site that has or may impact the project site
includes information conveyed in the initial SSCR. No changes have been noted in this
document, and there has been no change in Updated EHD Envisions Programs Records.
4. Other items of an environmental de minimus concern were also noted such as one tire at
the north end of the property. De minimus conditions generally do not present a material
risk to public health or to the environment and generally would not include an enforcement
action if observed by the appropriate governmental agencies. Conditions determined to be
de minimus are not necessarily recognized as adverse environmental conditions.
Household hazardous materials may be considered de minimus concerns particularly if
there has been no spillage or dumping. No household hazardous materials were observed,
nor was there any spillage or dumping on the observable soil surfaces. De minimus
conditions may also apply to the on-site septic system that serves the existing structure.
Page --
Chesney Consulting
