Analysis <br /> Background <br /> The proposed project site has a history of retail sales and service, which included a produce market, feed <br /> store and an antique furniture store dating back to 1988. The project site had one building on-site called the <br /> "Old Red Barn" that has since been removed that was used for various retail businesses. The last recorded <br /> business license for this site was in 2002. The site is currently vacant. <br /> Opposition Letter <br /> The Community Development Department received one letter of opposition from the Linden Municipal <br /> Advisory Committee regarding the project. The concerns of the committee are: <br /> • Future development concerns. <br /> • Increased traffic on St. Rt. 26 Hwy. as a result of the proposed project. <br /> • Impact of commercial lighting on adjacent residential areas. <br /> Future Development Concerns <br /> The project site has a General Plan Designation of C/G (General Commercial) and is zoned C-G(General <br /> Commercial). The proposed project is a commercial office and warehouse complex consisting of four <br /> buildings. The surrounding parcels to the south, west and east along St. Rt. 26 Hwy are zoned C-G <br /> (General Commercial) and a General Plan Designation of C/G (General Commercial). Therefore, the <br /> proposed project does not conflict with any existing or planned land uses, and will not set any significant land <br /> use precedents in the area. <br /> Traffic Concern • <br /> The Public Works Department has determined that a traffic study will not be required for this project. State <br /> Route 26 has an 80-foot-wide right-of-way and a planned right-of-way of 80 feet. The applicant states that <br /> the project will generate between 8-16 trips per shift that will consist of delivery type vehicles such as Fed <br /> Ex and UPS. The applicant shall be required to pay Traffic and Regional Impact Mitigation fees as a <br /> condition of approval for this project. Therefore, the proposed project is not expected to significantly impact <br /> the level of service along State Route 26. <br /> Commercial Lighting Concern <br /> The project site is located on the south side of Front Street which has a fifty(50)foot right-of-way, with <br /> residences to the north of Front Street. There are no residences along the St. Rt. 26 Hwy side of the project <br /> site.As a Condition of Approval, the applicant shall be required to meet the requirements of Development <br /> Title Section 9-1015.5(g)(4)which states that all lighting shall be designed to confine direct rays to the <br /> premises.
