Analysis <br /> Background <br /> On November 2, 2006, the Planning Commission approved Site Approval application No PA-0600380 for a <br /> commercial office and warehouse complex consisting of 4 buildings. Buildings "A" and "B"will contain 4,160 <br /> square feet each. Building "C" to contain 8,050 square feet, Building "D" to contain 6,300 square feet for a <br /> combined total of 22,670 square feet of buildings. (Use Types: Wholesaling and Distribution-light, and <br /> Administrative Offices). <br /> The application was scheduled to expire on May 13, 2008. On March 19, 2008 applicant submitted this <br /> application for a one (1)-year time extension, due to drainage issues and the current volatility of the market. <br /> If the time extension is approved, the new expiration date will be May 13, 2009. The requested Time <br /> Extension does not alter any of the approved Conditions of Approval and approval of the Time Extension is <br /> consistent with the requirements of the Development Title. <br /> Caltrans <br /> The Community Development Department received a letter from Caltrans dated April 8, 2008, indicating the <br /> following requirements: <br /> • Encroachment Permit is required for project access across to State Route 26, and must satisfy <br /> current standards for commercial driveways; and <br /> • The existing two-way left-turn lane at State Route 26 ends before the proposed driveway. The left <br /> turn lane will need to be extended to accommodate for the left-turn movements generated by the <br /> project. • <br /> The project is a Time Extension for an approved Site Approval. Caltrans did not respond to the original <br /> referral dated July 28, 2006. The comments by Caltrans however, are in agreement with the comments <br /> received from the Department of Public Works in the memos dated April 10, 2008 and October 11, 2006 <br /> respectively. The project has not changed since the approval of the Site Approval application.
