Analysis Background On November 2, 2006, the Planning Commission approved Site Approval application No PA-0600380 for a commercial office and warehouse complex consisting of 4 buildings. Buildings "A" and "B"will contain 4,160 square feet each. Building "C" to contain 8,050 square feet, Building "D" to contain 6,300 square feet for a combined total of 22,670 square feet of buildings. (Use Types: Wholesaling and Distribution-light, and Administrative Offices). The application was scheduled to expire on May 13, 2008. On March 19, 2008 applicant submitted this application for a one (1)-year time extension, due to drainage issues and the current volatility of the market. If the time extension is approved, the new expiration date will be May 13, 2009. The requested Time Extension does not alter any of the approved Conditions of Approval and approval of the Time Extension is consistent with the requirements of the Development Title. Caltrans The Community Development Department received a letter from Caltrans dated April 8, 2008, indicating the following requirements: • Encroachment Permit is required for project access across to State Route 26, and must satisfy current standards for commercial driveways; and • The existing two-way left-turn lane at State Route 26 ends before the proposed driveway. The left turn lane will need to be extended to accommodate for the left-turn movements generated by the project. • The project is a Time Extension for an approved Site Approval. Caltrans did not respond to the original referral dated July 28, 2006. The comments by Caltrans however, are in agreement with the comments received from the Department of Public Works in the memos dated April 10, 2008 and October 11, 2006 respectively. The project has not changed since the approval of the Site Approval application. Approving the one-year time extension does not impact any current or previous conditions.
