Item No. 2 <br /> PC : 9-15-88 <br /> UP-89-3 <br /> Page 1 <br /> RECOMMENDATION <br /> Staff recommends that the Planning Commission: <br /> 1 . Approve the Negative Declaration and direct the Clerk to file <br /> a Notice of Determination; and <br /> 2 . Approve Use Permit Application No. UP-89-3 based upon the <br /> staff report ' s "Findings" and subject to the attached <br /> "Conditions of Approval . " <br /> FINDINGS <br /> 1 . "The establishment , maintenance, and operation of the use <br /> does not conflict with the General Plan. " <br /> The project is consistent with the objective of the site 's <br /> H-S zone, which is to provide necessary services for high- <br /> way oriented uses which take into account that the primary <br /> function of the adjacent highway system is the rapid move- <br /> ment of traffic at maximum safety. The H-S zone is the <br /> primary implementation zone for the site ' s General Plan <br /> designation, Highway Service. <br /> 2 . "Adequate utilities, access roads, sanitation, drainage, and <br /> other necessary facilities have been provided, and the pro- <br /> posed improvements are properly related to existing and pro- <br /> posed streets and highways . " <br /> ° Necessary utilities, access roads, water, sanitation, and <br /> drainage facilities have been established by the previous <br /> property use. <br /> 3 . "The property involved is of adequate size and shape to <br /> accommodate the proposed use and all yards, building <br /> coverage, setbacks, parking areas, and other requirements of <br /> this Title. " <br /> ° With minor modifications, the project will use existing <br /> buildings, structures, and support facilities previously <br /> established. No building or area expansions are proposed. <br /> 4 . "Issuance of the permit will not be significantly detrimental <br /> to the public health, safety, or welfare or be injurious to <br /> the property or improvements of adjacent properties . " <br /> ° Given the light intensity of the land use propsed, together <br /> with the remoteness of the location from other industrial <br />
