The question arises as to <br /> whether these three events should be counted as one special event or three special events. <br /> There are two types of special events, indoor and outdoor. Development Title Section 9-110.4 defines <br /> the two types of events as the following: <br /> Special Indoor Event. "Special indoor event"means any temporary event or activity generally attracting <br /> large numbers of people, that is conducted within a structure, is subject to compliance with specific <br /> Uniform Building and Fire Code requirements, and is not already defined within a specified zone as an <br /> �— allowable"temporary' use activity. Included in this definition are Halloween haunted houses and home <br /> craft fairs. Excluded from this definition are marketing events. <br /> Special Outdoor Event."Special outdoor event"means any temporary event or activity generally <br /> attracting large numbers of people, requiring the importation of temporary facilities such as portable <br /> bleachers, food stands, and portable toilet facilities, conducted out-of-doors and not already defined <br /> within a specified zone as an allowable"temporary'activity. Excluded from this definition are parades, <br /> carnivals, circuses, and marketing events. <br /> A maximum of either four(4)special indoor events or four(4)special outdoor events or four(4)of any <br /> combination of special indoor events and special outdoor events shall be permitted within a calendar <br /> year. In the R-L (Low Density Residential) and R-M (Medium Density Residential)zones, an additional <br /> four(4)special outdoor events shall be permitted within a calendar year. Each special outdoor event may <br /> not exceed a length of three(3)consecutive days pursuant to Development Title Section 9-110.4. <br /> The Community Development Department would like to receive direction from the Planning Commission <br /> on whether to count three separate special events on three consecutive days as one special event or <br /> three special events. <br />
