The assumption is I00 people per day visiting the wine tasting <br /> room,which is up to 700 people a week,which equates to around 36,000 people a year <br /> (excluding a few holidays). <br /> The twenty-eight"marketing"and"special events"proposed per year will occur only <br /> between 6:00 and 10:00 p.m. when the wine tasting room is closed. These twenty-eight events <br /> will each generate up to 150 people(assuming the Vierras' illegal advertisements that the"St. <br /> Jorge Winery can accommodate 200 guests"are not met). This is an additional 4,200 people <br /> (5,600 at the advertised"200 guests"max.) <br /> In total,the Expansion Application itself proposes that: <br /> • Up to 40,000 people a year will use the St.Jorge Winery facilities, <br /> Coming and going seven days a week. <br /> • From 7:00 in the morning until 5:00 in the evening,plus <br /> • "Events"occurring at an average of(slightly more than)every other week,with <br /> • Amplified music and all other associated impacts, <br /> • From 6:00 in the evening until 10:00 at night. <br /> The to is that"because the development project isnot expected to exceed fifty <br /> vehicles during any hour"for these 40,000*-people,the Department of Public works can <br /> determine that"traffic impacts are expected to be less than significant." There is no basis given <br /> for the Department's `determination'other than an`expectation.' There are neither data nor <br /> argument to support this conclusion. <br /> 5. 1113. band Use" <br /> The Initial Study reads as follows: <br /> "13.a. A small winery is a conditionally permitted use in the AG-40 zone subject <br /> to an approved Site Approval application. A marketing event is a permitted accessory use <br /> to a small winery pursuant to [San Joaquin County Code] Development Title 1075.5(m) <br /> and marketing events may be conditionally approved for any number of people. The Lodi <br /> area has existing wineries with marketing events. It will not set a significant land use <br /> precedent in the area. Therefore,this project is not a growth-inducing action." Land Use."pg.9;emphasis added.) <br /> Response: <br /> It does not follow that simply because <br /> a) "The Lodi area has existing wineries with marketing events"that <br /> b) This expansion project"will not set a significant land use precedent in the area" <br /> and that <br /> c) "Therefore,this project is not a growth-inducing action." <br /> There are neither data nor argument to support this conclusion. It ignores any mention, <br /> let alone analysis or discussion,of any numbers or other facts of any kind. The conclusion rests <br /> upon nothing at all. <br /> 20 <br />
