INTRODUCTION <br /> PIERS Environmental Services, Inc. (PIERS) has completed a Phase I <br /> Environmental Site Assessment (ESA) for the property located 2128 - 10th Street, <br /> in the City of Stockton, San Joaquin County, California (cited hereafter as the <br /> Property). This report follows the guidelines as stated in ASTM Standard <br /> Designation E 1527-00; Standard Practice for Environmental Site Assessments: <br /> Phase I Environmental Site Assessment Process. <br /> EXECUTIVE SUMMARY <br /> ` On March 9, 2004, PIE S conducted a visual reconnaissance of the Property for <br /> indications of past or present hazardous material handling or storage activities, <br /> which may pose a threat to the surface or subsurface environment. Property <br /> ` photographs are attached to this report. PIERS inspected all areas of the Property <br /> during the site reconnaissance. <br /> The Property is located on the southern side of Tenth Street, between B and D <br /> Streets, in the City of Stockton, San Joaquin County, California. The Property <br /> consists of an irregularly shaped parcel of approximately 33,800 square feet in size. <br /> The Property consists of a vacant,vegetated lot. <br /> The vicinity of the Property is generally comprised of residences. The area of the <br /> Property is flat. <br /> _ The exterior portions of the Property are covered with grassy vegetation. There are a <br /> few bushes and a few trees. All of the trees are on the northern half of the Property. <br /> The perimeter of the Property, except at Ash Street, is fenced. Old fence posts are <br /> located at the mid-point of the Property. There is an old perimeter foundation near <br /> the northeastern corner of the Property. <br /> Some dumping of debris has occurred on the Property, particularly along a trail <br /> leads from the driveway on 10th Street through the Property to the cul-de-sac on Ash <br /> Street. The debris includes an engine, wood and metal debris, car seats and body <br /> parts, and a pile of household debris. There are a few small piles of soil, now largely <br /> covered with vegetation. None of the debris appears to be of environmental <br /> concern, except for some syringes in the main pile of household debris (see <br /> hotographs). PIERS recommends that the syringes be properly disposed of. <br /> No other hazardous materials or other chemicals were observed at the Property. <br /> .,.
