(2) All future building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements(Title 9, <br /> Chapter 9-1605)and all requirements of the State of California (CCR Title 23)that are in force at <br /> the time of permit issuance. As an example, these requirements may include raising the finish <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Michael Escotto,468-3443) <br /> a. An addendum to the soil suitability/nitrate loading study dated August 31,2006, incorporating all <br /> phases of the proposed expansion shall be submitted to Environmental Health indicating that the <br /> area is suitable for septic usage. The studies must be approved by Environmental Health prior to <br /> issuance of building permits(Development Title Section 9-1105.2[d]). A review fee of$575.00 must <br /> be paid at the time of submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site standards of San Joaquin County prior to <br /> approval. A percolation test that meets absorption rates of the manual of septic tank practice or the <br /> EPA Design Manual for on-site waste water treatment and disposal systems is required for each <br /> parcel. A permit fee of$115.00 per percolation hole is required. <br /> b. Submit to Environmental Health revised site plans showing the maximum number of employees and <br /> customers or parishioners the sewage disposal system is being designed for. In addition, show on <br /> revised plans that the leach field area will be barricaded so that it cannot be driven over, parked on, <br /> or used as a storage area. This leach field area must be used for that specific purpose only, and it <br /> cannot contain any underground utility lines(Development Title Section 9-1110.4[c][5]). <br /> In addition,the revised site plan shall incorporate the 100 percent designed sewage disposal <br /> replacement area. <br /> c. Construction of an individual sewage disposal system under permit and inspection by Environmental <br /> Health is required at the time of development based on the Soil Suitability/Nitrate Loading Study <br /> findings(Development Title Sections 9-1110.3 and 9-1110.4) <br /> d. Construct a water well under permit and inspection by Environmental Health prior to occupancy. <br /> Should the number of nonresident individuals exceed 24 for at least 60 days per year, or the number <br /> of service connections exceed four,a yearly permit to operate a public water system will be required <br /> by Environmental Health (Development Title Sections 9-1120.2 and 9-1115.9). <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure the <br /> delivery of pure,wholesome,and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR,Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> NOTE: The applicant shall contact Adrienne Ellsaesser, Lead Senior Registered Environmental <br /> Health Specialist,at(209)468-0343 to determine if the existing well can be permitted as a public <br /> water system prior to final occupancy. <br /> 4. SAN JOAQIN COUNCIL OF GOVERNMENTS(Staff Contact: Anne-Marie Poggio,468-3913) <br /> a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan(SJMSCP)and is located within the unmapped land use area. Per requirements of the <br /> SJMSCP, unmapped projects are subject to case-by-case review. This can be a 90-day process, <br /> and it is recommended that the project applicant contact SJMSCP staff as early as possible.
