San Joaquin Valley "1 ■ '�' AIR POLLUTION CONTROL DISTRICT HEALTHY AIR LIVING- July 2, 2018 Giuseppe Sanfilippo County of San Joaquin Community Development Department 1810 East Hazelton Avenue Stockton, CA 95205 Project: PA-1600266 (UP) District CEQA Reference No: 20180662 Dear Mr. Sanfilippo: The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the project referenced above consisting of the construction of a 4,183 square foot dormitory building with a kitchen and fellowship hall for visiting monks, and the addition of two (2) 400 square foot containers (Project). The Project site is located at 11241 Thornton Road, in Stockton, CA. The District offers the following comments: 1. Based on information provided to the District, Project specific annual emissions of criteria pollutants are not expected to exceed any of the following District significance thresholds: 100 tons per year of carbon monoxide (CO), 10 tons per year of oxides of nitrogen (NOx), 10 tons per year of reactive organic gases (ROG), 27 tons per year of oxides of sulfur (SOx), 15 tons per year of particulate matter of 10 microns or less in size (PM10), or 15 tons per year of particulate matter of 2.5 microns or less in size (PM2.5). Therefore, the District concludes that the Project would have a less than significant impact on air quality when compared to the above-listed annual criteria pollutant emissions significance thresholds. 2. Based on information provided to the District, the proposed Project would not equal or exceed 9,000 square feet of educational space, Therefore, the District concludes that the proposed Project is not subject to District Rule 9510 (Indirect Source Review). 3. The proposed Project may be subject to District Rules and Regulations, including: Regulation VIII (Fugitive PM10 Prohibitions), Rule 4102 (Nuisance), Rule 4601 (Architectural Coatings), and Rule 4641 (Cutback, Slow Cure, and Emulsified Asphalt, Paving and Maintenance Operations).
