The Study estimates that over 71%of the manure solids
produced from this expanded dairy facility will need to be hauled off site.
Based on information contained within the study, elevated levels of nitrates (NO3)in drinking
water have been shown in onsite and off site wells. With the elevated levels of NO3 in your
drinking water wells, the EHD and state law requires that you provide notification and an
approved bottled water supply for your farm labors residing in housing that is supplied by these
wells. You are required to provide proof of notification to Environmental Health Department by
July 1, 2002.
The EHD believes that a sound, monitoring program needs to be instituted in order to not
exacerbate the nitrate conditions that have been shown in the wells in the Study. As discussed
with you, it is the EHD's belief that your intention of utilizing City of Lodi's Monitoring Wells
and Reports must be evaluated by an approved consultant of your c1mige and EHD. This
evaluation must be completed to determine if the City monitoring well(s) will reflect current and
future NO3 conditions of your dairy. This should be completed and submitted to EHD by
November 30,2002.
It is the EHD's intent under the State of California Porter-Cologne Water Quality Control Act
not to usurp any action of the State of California. In order to support the proposed expansion and
construction of the new milking facilities (SA-01-52),EHD is requiring that a monitoring
program for your drinking wells as defined in the Study, page 6,be analyzed for NO3on a
calendar quarter basis for the first year. Based on data collected and submitted to the EHD along
