Thornton Road at this <br /> site has an existing right of way width of 80+ feet, and a planned right <br /> of way width of same feet. Need Drainage Agreement between parcels or <br /> separate system. Access to and from Thornton Road should not be at random, <br /> but should be controlled to certain widths at certain locations for this <br /> development. Recommendations : That a Development Plan including drainage, <br /> driveway access details, on-site parking, be submitted to the Department <br /> of Public Works for approval. " <br /> - ,Woodbridge Irrigation District -- "Woodbridge Irrigation District has a <br /> fifty-five foot recorded Deed for Right of way, and ditch, around the <br /> western perimeter of the Bokides property and no permits should be granted <br /> that would interfere with said right of way. Drainage into District <br /> facilities is unacceptable. " <br /> - Caltrans -- No comment . <br /> - Pacific Telephone & Telegraph Com an -- No comment. <br /> OTHER CONSIDERATIONS <br /> - The proposed division will allow the proposed restaurant to be leased <br /> separately from the truck stop and gas station. <br /> -- Lot A has an excessive number of access points. A revised Development <br /> Pian should provide for future elevation of Thornton Road and should be <br /> submitted for approval. <br /> - There is a zoning enforcement action in process on this property. There is <br /> an illegal trailer (Use Permit 82-22 for a mobilehome was denied) , an <br /> illegal mobile tire repair business and an illegal sign. These violations <br /> should be corrected. <br /> - Complaints regarding discharge of drainage from this property into irrigation <br /> facilities have been received by Public Works. This should be corrected. <br /> - Provision should be made for fire protection. <br /> - The Environmental Review Officer has prepared a Negative Declaration based <br /> on an Initial Study of the project. <br /> RECOMMENDATION <br /> - Ratify the Negative Declaration with the finding that the project will, not <br /> have an adverse effect on the environment. <br /> - Approval of the project. <br /> - The project conforms with the General Plan. Elimination of the right-of- <br /> way strip will improve the usability of the property. <br /> - Conditions of approval: <br /> 1) All zoning violations shall be certified to be correct by the Planning <br /> Department prior to recording the Parcel Map. <br /> 2 ) All drainage shall be contained on the property. There shall be no <br /> discharge of drainage to the Woodbridge Irrigation District irrigation <br /> facilities. <br />
