ATTACHMENT "C" <br /> FINDINGS FOR USE PERMIT <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the <br /> General Plan and any applicable Master Plan, Specific Plan, and Special Purpose Plan, <br /> and any other applicable plan adopted by the County. <br /> • This finding can be made because the proposed travel plaza is consistent with the <br /> C/FS General Plan designation and may be conditionally permitted with a Use <br /> Permit in the C-FS zone. The proposed Use Permit is consistent with the Special <br /> Purpose Plan for the extension of Star Street and realignment of Thornton Road <br /> (PP-98-3). <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other <br /> necessary facilities have been provided, and the proposed improvements are properly <br /> related to existing and proposed roadways. <br /> • This finding can be made because the proposed use will annex to CSA 31 for <br /> water, sewer, drainage and street lighting services. The proposed use is also <br /> consistent with the realignment of Thomton. Road and extension of Star Street <br /> proposed as part of the Special Purpose Plan No. PP-98-3. <br /> 3. The site is physically suitable for the type of development and for the intensity of <br /> development <br /> • This finding can be made because the plan shows that there is sufficient area for <br /> the new facilities, parking for both passenger vehicles and trucks, and circulation, in <br /> c-cmpliance with County standards. Additionally, the faciiity will provide separate <br /> access points, fueling stations and parking areas for passenger vehicles and trucks. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or <br /> welfare or be injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because the Initial Study prepared for this project <br /> found no potentially significant environmental impacts. Public services are <br /> being provided, and extensive circulation improvements are being <br /> developed to enhance vehicular safety. <br />
