The Project would involve increased traffic on roads and <br /> intersections serving the Project area, mainly along SR 12 and Thornton Road. <br /> On-site access and circulation impacts were identified, along with off-site parking <br /> impacts. Most transportation impacts were less than significant or could be <br /> reduced to less than significant with mitigation. However, ramp junction impacts <br /> were considered significant and unavoidable. <br /> Cumulative Impacts. Cumulative air quality impacts were determined to be less <br /> than cumulatively considerable, after implementation of mitigation. Cumulative <br /> transportation impacts would involve increased traffic on roads and intersections <br /> serving the Project area, mainly along SR 12 and Thornton Road. Proposed <br /> mitigation measures would involve coordinating existing traffic signals along SR <br /> 12, and these measures would reduce traffic impacts at intersections to less than <br /> cumulatively considerable. However, ramp junction impacts were considered <br /> cumulatively considerable and unavoidable. <br /> In light of the fact that the Draft EIR's analysis of Project impacts was ordered by the court to be <br /> limited to project-specific and cumulative traffic and air quality impacts, the County determined <br /> that the only relevant potential environmental effects of the Project for purposes of the <br /> alternatives analysis would be project-specific and cumulative air quality and transportation. <br /> Z. Scope of Necessary Findings and Considerations for Proiect Alternatives <br /> As noted above, these findings address whether the various alternatives substantially lessen or <br /> avoid any of the significant impacts associated with the Project and (though not legally <br /> necessary) also consider the feasibility of each alternative. Under CEQA, as noted earlier, <br /> "(f)easible means capable of being accomplished in a successful manner within a reasonable <br /> period of time, taking into account economic, environmental, legal, social, and technological <br /> factors." (CEQA Guidelines § 15364.) As also explained earlier, the concept of feasibility <br /> permits agency decision makers to consider the extent to which an alternative is able to meet <br /> some or all of a project's objectives. In addition, the definition of feasibility encompasses <br /> "desirability"to the extent that an agency's determination of infeasibility represents a reasonable <br /> balancing of competing economic, environmental, social, and technological factors supported by <br /> substantial evidence. <br /> The general objective of the proposed Project is to construct a Love's Travel Stops location to <br /> serve existing travelers and truck traffic on SR 12 and 1-5 and other potential customers within <br /> nearby areas along these major thoroughfares.
