March Lane, 4th Floor <br /> Stockton, California 95219 <br /> Subject: PROPOSED PHASE I ADDENDUM <br /> SITE RECONNAISSANCE UPDATE <br /> HIGHWAY 12 COMMERCIAL SITE <br /> THORNTON ROAD <br /> SAN JOAQUIN COUNTY, CALIFORNIA <br /> Dear Mr. Goucher: <br /> Please review the enclosed scope of work for a Site Reconnaissance Udate of the subject <br /> property. Kleinfelder's scope of work will be completed in accordance with the site <br /> reconnaissance portion of the ASTM E1527-00 "Standard Practice for Environmental <br /> Assessments: Phase I Environmental Site Assessment Process" requirements unless directed <br /> otherwise by you. It is our understanding, through our communication, that this site <br /> reconnaissance is being requested by the San Joaquin County Environmental Health Department <br /> (Mr. Johnny Yoakum, Sr.), to assess present site conditions since the previous Phase I <br /> Environmental Site Assessment (Surface and Subsurface Contamination Report) of the site <br /> performed by Kleinfelder (File No. 20-1415-17.PO1 dated June 27, 2000). <br /> The proposed scope of work can be completed for the estimated fee of $1,200 on a time and <br /> expense basis and will require approximately 5 to 10 working days to complete from the date we <br /> receive written authorization to proceed in the form of signed contracts. <br /> In order to proceed with the assessment tasks in a timely manner, we have enclosed an <br /> Environmental Services Agreement (Contract). Please note that its terms and conditions are an <br /> integral part of this proposal. If the contract documents are acceptable to you, we can begin work <br /> as soon as we receive both signed contracts. We would, of course, have to approve any requested <br /> �- changes before proceeding. We will return a fully executed contract to you. In addition, we <br /> request a map delineatine the site boundaries includin assessor'sap rcel numbers qny <br /> grading/site plans copies of a� known reports regarding subsurface conditions or <br /> environmental concerns, a copy of your site access agreement.
