�../ k'9 KLEINFELDER <br /> 1 SUMMARY <br /> A Site Reconnaissance Update was conducted for Grupe Commercial of the two parcels of land <br /> located east (20-acres) and west (12.76-acres) of Thornton Road in San Joaquin County, <br /> California. The subject site west of Thornton road currently consists of trees, and brush and is <br /> vacant, the site east of Thornton Road consists of approximately 16-acres of vineyards and 4- <br /> acres of graded, vacant land. The purpose of this Reconnaissance Update is to compare current <br /> site conditions to those previously noted since our prior Phase I Environmental Assessment <br /> (Surface and Subsurface Contamination Report) dated July 20, 2000 (File No. 20-1415-17.P01). <br /> Kleinfelder understands that the Site Reconnaissance Update was requested by Mr. Johnny <br /> Yoakum, Sr. R.E.H.S. of the San Joaquin County Environmental Health Department (SJCEHD). <br /> The following is a summary of the possible environmental conditions in connection with the <br /> property that were contained in the previous 2000 report: <br /> • On properties with a history of agricultural use, many underground pipelines may exist. It <br /> was common for said pipelines to contain asbestos (e.g. Transite pipe). Subsurface <br /> exploration is not a part of our scope of work for this project. In the event that any <br /> subsurface structures are encountered during site development or excavation on site, care <br /> should be exercised in determining whether or not the subsurface structures contain asbestos. <br /> If they contain asbestos, they should be removed, handled, transported, and disposed of in <br /> accordance with local, State, and Federal laws and regulations. Additionally, if suspect <br /> materials are encountered, the signatories of this report should be notified. <br /> • Based upon Kleinfelder's review of aerial photographs during our prior Phase I ESA and the <br /> observation made during our recent site reconnaissance, the agricultural use of the site <br /> consisted of a vineyard and dry crop grain field. Agricultural chemicals may have been <br /> applied to the site. No chemical mixing or storage areas were noted on site or in aerial <br /> photographs. Normal agricultural chemical usage as part of crop production does not <br /> generally trigger enforcement action by regulatory agencies and is therefore not considered a <br /> "recognized environmental condition." Surface soil samples could be collect to further <br /> evaluate this issue if desired. <br /> • The subject site does not appear on the regulatory agency databases reviewed. A single <br /> property exists within the ASTM minimum search distances to the site. The "listed" property <br /> is not anticipated to pose an adverse impact to the subject site for reasons discussed in the <br /> body of this report. <br /> Kleinfelder's findings are discussed in Chapter 4 of this report. This report is subject to the <br /> limitations in Chapter 2.
