MIKE HUGGINS, SJCEHD
At the suggestion of Dennis Zagaroli, Architect, I met with Mr.
Mike Huggins on Friday, August 27, 1993 , to discuss the concerns
of Unit II of the San Joaquin Environmental Health Division.
The major concerns of Mr. Huggins are as follows:
a) Sewage flow was estimated at 1200 gallons per day.
Huggins feels the actual sewage flow could exceed
3000 gpd, based on his observations of other fast
food restaurants adjacent to and along I5. No data
was available for type of toilet facilities on these
existing restaurants. We are insisting on low-flow
fixtures all around.
b) The soils report prepared by Anderson and Assoc. ,
has several excavations with the water table between
32" and 36" below the original ground. San Joaquin
has an ordinance restricting the disposal of sewage,
regardless of treatment, to five feet above the high
water line. The only alternative is to design and
install a mound system. The attached calculations
show several systems: one using 1200 gpd, and the
other two alternatives using 3000 gpd. These calcu-
lations are based on the percolation being better
than shown in the Anderson report.
c) Percolation testing was inadequate because only one
test was completed. Adequate tests should be
performed in the area of the system, as well as, the
