Analysis <br /> Vinegar Processing <br /> The project description submitted with the application states that"Phase 1 will include conversion of an <br /> existing agricultural storage building into a vinegar processing facility. There will be approximately 1500 <br /> square feet of storage, 800 square feet of processing, 500 square feet of retail, and 80 square feet of <br /> restroom."A letter, dated December 7, 2010, was also submitted. The letter states that the facility will be <br /> used for the processing, packaging, distribution, and tasting of vinegar. <br /> The Agricultural Processing — Food Manufacturing use type refers to the processing of foods and <br /> beverages from agricultural commodities. The proposed application for vinegar processing is classified <br /> under this use type and products that are produced from the vinegar may be sold on site. The proposed <br /> vinegar tasting room is an accessory use to the proposed operation and may contain only products for <br /> display and sale that are produced from the vinegar operation. <br /> Parking <br /> The number of parking spaces is determined by the use type and the total square footage of the buildings <br /> to be used. Development Title Section 9-1015.3(a) states that agricultural processing requires 2.5 parking <br /> spaces per 1000 square feet of building.Therefore, 20 parking spaces are required. <br /> However, pursuant to Development Title Section 9-1015.9, parking requirements may be modified by the <br /> Director in cases in which, due to the unusual nature of the establishment proposed or the development <br /> proposal submitted for it, the requirements may be considered insufficient or excessive. <br /> The applicant submitted a letter dated, January 18, 2011, requesting a reduction in the number of parking <br /> spaces to seven. The applicant states that the there will be a maximum of three employees and they <br /> anticipate the occurrence of walk-in customers to be minimal, rarely having two customers at the same <br /> time. There will be a fourth employee with Phase 2. The applicant believes that seven spaces will be <br /> sufficient for both Phases. <br /> The Community Development Department has reviewed the request and has determined that a reduction <br /> in the number of parking spaces to seven (7) is sufficient for the proposed use. <br /> San Joaquin County PA-10002731Kramer <br /> Community Development Page 3 <br />
