Box 151
Stockton, CA 95201
QX-99-01, QUARRYEXCAVATIONAPPLICATION, TRACY, SANJOAQUIN COUNTY
I have reviewed the Application Referral for Aggregate Mining near Tracy, San Joaquin County
distributed by the San Joaquin County Community Development Department. The Application Number
is QX-99-1. The document briefly describes plans to excavate 111 acres of a 137 acre site. The
Application Referral doesn't indicate where the excavated material will be processed.
If wastewater is generated (including wash water used to separate fines from sand or gravel) Waste
Discharge Requirements (WDRs) will be required for the discharge of the process water into settling
basins at the site. The property owner and the aggregate processing company shall submit a Report of
Waste Discharge (RWD) at least 120 days prior to discharging wastewater at the site. Submittal of the
RWD is required by California Water Code Section 13260. If groundwater dewatering is required, the
owner/operator shall submit a RWD to apply for a National Pollutant Discharge Elimination System
(NPDES) pen-nit at least 120 days prier to initiating dev,,atering activities.
Depending on the Standard Industrial Classification (SIC) code of the final project, compliance with the
National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for
Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of
activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General
Permit, the proponent must submit a Notice of Intent to comply with the permit (NOI) to the State Water
Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP) must be prepared.
Because construction associated with the project will disturb more than five acres or is part of a larger
common plan of development that encompasses five or more acres, the property owner needs to obtain
permit coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit
No. CAS000002 for Discharges of Storm Water Associated With Construction Activity. Before
construction begins, the proponent must Submit an NOI to comply with the permit to the State Water
California Environmental Protection Agency
ila Rect•clerl Paper
The energy challenge facing California is real.
