ANALYSIS <br /> Background <br /> Specific Plan I requires the construction of a permanent fire station in Mountain House <br /> when 1,800 dwelling units have been constructed and occupied (Specific Plan 1, Section <br /> 6.3, Implementation (c)). Condition No. 76 of the Village E and G Project Conditions of <br /> Approval refines this requirement, specifying that the fire station shall be constructed <br /> prior to the issuance of the 1,800'" building permit. To meet this requirement, staff <br /> estimates that the first permanent fire station in Mountain House would need to be <br /> completed within the next 12-14 months. (This estimate is based on an anticipated rate <br /> of 100 residential building permits issued per month, 852 residential building permits <br /> issued as of September 10, 2004, and a lag time of approximately 2-3 months before <br /> residential development commences in Neighborhood E.) <br /> The Use Permit for the fire station is being submitted to the Planning Commission at this <br /> time to give the Mountain House Community Services District (MHCSD) sufficient lead <br /> time to meet the timetable for constructing the fire station noted above and to facilitate <br /> the provision of on-site fire protection services to residents of the community. <br /> Consistency with Adopted Plans <br /> The project was reviewed for consistency with the General Plan (which includes Board <br /> Order B-00-437, pertaining to the General Plan 2010 Review, adopted April 11, 2000), <br /> the Mountain House Master Plan, Specific Plan I, and the Public Financing Plan. The <br /> conclusion reached by that analysis was that the project is consistent with these adopted <br /> plans. <br /> A more in-depth discussion of the consistency analysis that was performed is presented <br /> below. <br /> General Plan Consistency. The General Plan requires that "Fire stations shall be <br /> strategically located so as to offer fire protection to all portions of the community, <br /> consistent with standards for comparable communities in the County" (General <br /> Plan Fire Safety Policy No. 4 of Volume 1, Chapter 5, Part C). The Mountain <br /> House Community Services District ("MHCSD"), the agency authorized to <br /> provide fire service to Mountain House, has stated that the site of the proposed <br /> fire station meets its fire station location criteria and that both the site and the <br /> proposed fire station are consistent with its Fire Protection Plan. The Tracy Fire <br /> Department, which is under contract with the MHCSD to actually provide fire <br /> service to the community, also supports the decision to locate the fire station at <br /> the specified site. Since the intent of the General Plan language is to give fire <br /> districts the flexibility they need to provide fire stations at strategically located <br /> sites of their choosing, the Community Development Department has determined <br /> that the proposed fire station (including its location) is consistent with the General <br /> Plan. <br /> Master Plan Consistency.
