N.W -- <br /> 1.) All parking spaces, driveways, and maneuvering areas shall be <br /> surfaced and permanently maintained with base material of appropriate <br /> depth and asphalt concrete or Portland cement concrete to provide a <br /> durable, dust free surface. Bumper guards shall be provided when <br /> necessary to protect adjacent structures or properties. (Development <br /> Title Section 9-1015.5[e]) <br /> 2.) A minimum of twenty-two (22) permanent parking spaces shall be <br /> provided, including two (2) van accessible spaces. The accessible <br /> spaces shall be as near as possible to the primary entrance of the <br /> building (C.C. R., Title 240). (Development Title Section 9-1015.10). <br /> f. Construction Noise: The following combination of measures shall be <br /> implemented during construction: <br /> Construction shall be restricted to the hours of 6:00 AM to 8:00 PM on <br /> weekdays. Extended hours which may include Saturdays and Sundays <br /> may be allowed through prior notice to adjacent residents and <br /> landowners, and prior approval of the MHCSD for infrastructure <br /> construction and CDD for building permits. <br /> All internal combustion engines shall be equipped with exhaust mufflers <br /> that are in good condition and appropriate for the equipment. <br /> Timing: Building permit notes prior to issuance of building permits. <br /> g. Final Map Digital File: A digital file of the fire station site and building <br /> shall be submitted to the Community Development Department. The <br /> digital file format shall be consistent with requirements of the <br /> Community Development Department GIS division. Timing: condition <br /> shall be met prior to approval of building permit. <br /> h. Preconstruction Surveys and Incidental Take Avoidance Measures: <br /> A preconstruction survey consistent with the requirements of SJMSCP, <br /> Master Plan Appendix 7-C and protocols established by State and <br /> Federal Wildlife Agencies shall be conducted within two calendar weeks <br /> prior to ground disturbance to cover kit fox as well the remainder of the <br /> covered species. The pre-construction surveys shall be conducted by a <br /> qualified biologist. All applicable Incidental Take Avoidance Measures <br /> described in Section 5.2 of the SJMSCP and the preconstruction surveys <br /> shall be implemented. Timing: condition shall be met prior to issuance of <br /> grading permits. [Mit Neg Dec COA BIO-1, SU-98-04 COA 1d,e]. <br /> i. Construction/grading activities: If, during the course of any grading <br /> activity or construction, subsurface archaeological features are <br /> uncovered anywhere within the project site, work shall be immediately <br /> halted in the vicinity of the find and a qualified archaeologist shall be <br /> consulted for an onsite evaluation. Such evaluation may entail <br /> archaeological test excavation and/or mitigative data recovery.
