PA-0600457 OF LOCKEFORD <br /> COMMUNITY SERVICE DISTRICT (APN: 053-070-03) (ADDRESS: <br /> 17310 N.TULLY ROAD LODI) <br /> The project is a Site Approval application for expansion of wastewater treatment plant <br /> facilities. Expansion will require excavating a pond, installing new conveyance pipelines, <br /> pumps and constructing new surface irrigation system for wastewater reclamation. (Use <br /> Type: Utility Services, Major). <br /> The 60 acre parcel is located on the east side of Tully Road, 1/3 mile south of Brandt <br /> Road, southeast of Lockeford. The parcel has a General Plan designation of A/G <br /> (General Agriculture) and is zoned AG-40 (General Agriculture- 40 acre minimum lot <br /> size). <br /> The Community Development Department has reviewed this item and offers the <br /> following comments: <br /> Williamson Act <br /> The project site is subject to Williamson Act Contract. Development Title Section 9- <br /> 1810.3(2) lists the Utility Services use type as a compatible use for land under contract. <br /> In addition the District has stated that they intend to keep the subject parcel in <br /> agricultural production, with the exception of the pond. <br /> Lead Agency <br /> The Lockeford Community Services District (LCSD) provides wastewater collection, <br /> treatment and reclamation service for residents, schools, commercial and industrial <br /> establishments in the Community of Lockeford, except for an industrial complex <br /> southwest of town and residents with septic systems. LCSD serves as the lead agency <br /> for CEQA purposes for this project. Under CEQA, the LCSD is responsible for <br /> conducting the appropriate environmental review process and documentation, for <br /> coordination with responsible and trustee agencies, and for obtaining regulatory <br /> approvals and the appropriate permits. <br />
