PA-0600457 OF LOCKEFORD COMMUNITY SERVICE DISTRICT (APN: 053-070-03) (ADDRESS: 17310 N.TULLY ROAD LODI) The project is a Site Approval application for expansion of wastewater treatment plant facilities. Expansion will require excavating a pond, installing new conveyance pipelines, pumps and constructing new surface irrigation system for wastewater reclamation. (Use Type: Utility Services, Major). The 60 acre parcel is located on the east side of Tully Road, 1/3 mile south of Brandt Road, southeast of Lockeford. The parcel has a General Plan designation of A/G (General Agriculture) and is zoned AG-40 (General Agriculture- 40 acre minimum lot size). The Community Development Department has reviewed this item and offers the following comments: Williamson Act The project site is subject to Williamson Act Contract. Development Title Section 9- 1810.3(2) lists the Utility Services use type as a compatible use for land under contract. In addition the District has stated that they intend to keep the subject parcel in agricultural production, with the exception of the pond. Lead Agency The Lockeford Community Services District (LCSD) provides wastewater collection, treatment and reclamation service for residents, schools, commercial and industrial establishments in the Community of Lockeford, except for an industrial complex southwest of town and residents with septic systems. LCSD serves as the lead agency for CEQA purposes for this project. Under CEQA, the LCSD is responsible for conducting the appropriate environmental review process and documentation, for coordination with responsible and trustee agencies, and for obtaining regulatory approvals and the appropriate permits.
