b) APPROVED USE: This approval is for expansion of wastewater treatment facilities. Expansion will require excavating a pond, installing new conveyance pipelines, pumps and constructing a new surface irrigation system for wastewater reclamation as shown on the Site Plan dated August 11, 2006 (Use Type: Utility Services, Major). c) CAPITAL FACILITY FEE: This project may be subject to the Capital Facility Fee. If the Capital Facility Fee is applicable, the County shall collect the fees before the issuance of any building permits. (Development Title Section 9-1245.2) d) STORM DRAINAGE: Any additional stormwater drainage created by new improvements shall be retained on-site. The drainage pattern and corresponding storm drain improvements shall be shown on the Site Plan. Drainage calculations prepared by a registered civil engineer or architect shall be included. (Development Title Section 9-1135) e) ACCESS AND CIRCULATION: The following requirements apply and shall be shown on the Site Plan: i) The first one hundred (100) feet of any private road on the property which intersects with a publicly maintained road shall be paved. ii) SCREENING: Screening shall be provided and comply with the following: iii) All storage materials and related activities, including storage areas for trash, shall be screened so as not to be visible from adjacent properties and public rights-of-way. Screening shall be six (6) to seven (7) feet in height. Outside storage is not permitted in front yards, street side yards, or in front of main buildings. (Development Title Section 1022.4[d][2]) f) BUILDING CODE REQUIREMENTS: The following Uniform Building Code and San Joaquin County Ordinance requirements will be applicable and shall be incorporated in the construction plans before submittal to the Building Inspection Division: i) A grading plan shall be submitted and approved and a grading permit issued by the Building Inspection Division prior to performing any excavation or filling of earth material: ii) A grading plan shall contain the information listed in the U.B.C., Appendix, Chapter 70, Section 7006(1). iii) The grading plan shall include complete drainage details and elevations of the adjacent parcels. Retaining wall details shall be submitted where applicable. iv) All compaction reports must be submitted prior to a foundation inspection. v) All grading authorized by the permit shall be approved prior to issuance of any building permits, or beginning of any construction. 2) SAN JOAQUIN COUNCIL OF GOVERNMENTS (See attached memo dated: September 1,2006) 3
