This project would contribute to the overall decline in air quality due to construction <br /> activities in preparation of the site and ongoing operational emissions. The increase in emissions from this <br /> project, and others like it, cumulatively reduce the air quality in the San Joaquin Valley. <br /> The expansion of the wastewater treatment plant (WWTP) and changes to the treatment process may <br /> require new or modified District permits. Prior to construction, the District will require the Lockeford <br /> Community Service District to submit an application for an Authority to Construct (ATC) for the wastewater <br /> treatment process in order to determine permit applicability. For further information or assistance, please <br /> contact the District's Permits Services Division at (559) 230-6000. <br /> Based on the information provided, the proposed project will be subject to the following District rules. The <br /> following items are rules that have been adopted by the District to reduce emissions throughout the San <br /> Joaquin Valley, and are required. This project may be subject to additional District Rules not enumerated <br /> below. To identify additional rules or regulations that apply to this project, or for further information, the <br /> applicant is strongly encouraged to contact the District's Small Business Assistance Office at (559) 230- <br /> 5888. Current District rules can be found at http://www.valleyair.org/rules/lruleslist.htm. <br /> Regulation Vill (Fugitive PM10 Prohibitions) Rules 8011-8081 are designed to reduce PM10 emissions <br /> (predominantly dust/dirt) generated by human activity, including construction and demolition activities, road <br /> construction, bulk materials storage, paved and unpaved roads, carryout and track out, landfill operations, <br /> etc. The District's compliance assistance bulletin for construction sites can be found at <br /> http://www.valleyair.org/busind/comply/PM10/Rep VIII CAB.pdf. <br /> If a non-residential project is 5.0 or more acres in area or will include moving, depositing, or relocating more <br /> than 2,500 cubic yards per day of bulk materials on at least three days, a Dust Control Plan must be <br /> submitted as specified in Section 6.3.1 of Rule 8021. Construction activities shall not commence until the <br /> District has approved the Dust Control Plan.
