NOV-20-2003 THU 10:24 AM SANJOAQ VALLEY AIR DIST FAX N0. 2085576475 P. 05 <br /> San Joaquin County November 19, 2003 <br /> PA-0300573 (GP) Page 4 <br /> • All housing units should include as part of the purchase an electric lawn mower <br /> and an electric edger. <br /> • One of the issues that will arise in conjunction with any proposed <br /> renovation/demolition of existing building in the project area is compliance with <br /> the National Emission Standards for Hazardous Air Pollutants (NESHAPS). <br /> Specifically, the primary air pollutant of concern is asbestos. To ascertain <br /> whether this project is subject to NESHAPS, the project applicant is advised to <br /> review the enclosed Asbestos - Compliance Assistance Bulletin, dated <br /> December 1994. Brian Dodds is the Northern Region's District contact for the <br /> program and is available should you need further assistance. <br /> • Prior to the issuance of construction contracts San Joaquin County should <br /> perform a review of new technology, as it relates to heavy-duty equipment, to <br /> determine what if any advances in emission reduction are available for use. It is <br /> anticipated that in the near future both NOx and PM10 control equipment will be <br /> available. The District would be available for consultation on this process. <br /> Install sandbags or other erosion control measures to prevent silt runoff to public <br /> roadways from sites with a slope greater than one percent. <br /> • Install wheel washer for all exiting trucks, or wash off all trucks and equipment <br /> leaving the site. <br /> • Install wind breaks at windward sides of construction areas. <br /> Suspend excavation and grading activity when winds exceed 15 mph. <br /> • Limit area subject to excavation, grading, and other construction activity at any <br /> one time. <br /> All operations shall limit or expeditiously remove the accumulation of mud or dirt <br /> from adjacent public streets at least once every 24 hours when operation are <br /> occurring (the use of dry rotary brushes is expressly prohibited except where <br /> preceded or accompanied by sufficient wetting t limit the visible dust emissions). <br /> • Use alternative fuel construction equipment. <br /> Minimize idling time (e.g. 10 minute maximum). <br />
