CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
ORDER R5-2013-0118
RESCINDING WASTE DISCHARGE REQUIREMENTS
a) Del Monte Corporation and the City of Kingsburg, Plant#25, Kingsburg, Fresno and
Tulare Counties
Waste Discharge Requirements Order 86-044 was adopted by the Central Valley Water
Board on 28 February 1986 to regulate the discharge of process wastewater from zucchini
and peach canning operations at Del Monte Corporation Plant #25 at 1101 Marion Street in
Kingsburg. Process wastewater was discharged to a 63-acre Land Application Area (LAA)
approximately two miles southeast of Plant#25. The LAA is owned by the City of
Kingsburg. Del Monte Corporation closed Plant #25 following the 2012 processing season
and ceased discharge on 31 August 2012. On 8 February 2013, Del Monte Corporation
sold Plant#25 and it is not anticipated to be used for food processing in the future. A
revised Monitoring and Reporting Program will be issued to Del Monte Corporation and the
City of Kingsburg to continue monitoring groundwater in the vicinity of the LAA. However,
Order 86-044 is no longer necessary and should be rescinded. (SJH)
b) Kern Valley Sanitary Landfill, Kern County
Waste Discharge Requirements Order R5-2002-0073, adopted 26 April 2002, prescribed
requirements for closure and post-closure maintenance of the Kern Valley Sanitary Landfill
in Kern County. Waste Discharge Requirements Order R5-2013-0011, adopted by the
Central Valley Regional Water Quality Control Board for the landfill on 1 February 2013, did
not rescind Order R5-2002-0073 due to a typographical error. Therefore, it is appropriate
to rescind Waste Discharge Requirements Order R5-2002-0073. (REH)
c) Jessie's Grove Winery and Spenker Ranch, Jessie's Grove Winery, San Joaquin
County
Waste Discharge Requirements Order R5-2004-0079 was adopted by the Central Valley
Water Board on 4 June 2004 to regulate the discharge of winery wastewater at Jessie's
Grove Winery. Since that time, the Dischargers have not applied wastewater to land, and
all wastewater is stored in tanks before being hauled off-site to a permitted disposal facility.
On 18 April 2013, the Executive Officer issued a Notice of Applicability to regulate the
operation under the Conditional Waiver of Waste Discharge Requirements for Small Food
Processors and Small Wineries within the Central Valley Region (Order R5-2009-0097).
Consequently, Order R5-2004-0079 is no longer necessary and is rescinded. (ALO)
IT IS HEREBY ORDERED that the above WDR orders are rescinded.
I, PAMELA C. CREEDON, Executive Officer, do hereby certify the foregoing is a full, true, and
correct copy of an Order adopted by the California Regional Water Quality Control Board,
Central Valley Region on July 26, 2013.
1
pn
PAMELA C. CREEDON, Executive 0fficer
