CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER R5-2013-0118 <br /> RESCINDING WASTE DISCHARGE REQUIREMENTS <br /> a) Del Monte Corporation and the City of Kingsburg, Plant#25, Kingsburg, Fresno and <br /> Tulare Counties <br /> Waste Discharge Requirements Order 86-044 was adopted by the Central Valley Water <br /> Board on 28 February 1986 to regulate the discharge of process wastewater from zucchini <br /> and peach canning operations at Del Monte Corporation Plant #25 at 1101 Marion Street in <br /> Kingsburg. Process wastewater was discharged to a 63-acre Land Application Area (LAA) <br /> approximately two miles southeast of Plant#25. The LAA is owned by the City of <br /> Kingsburg. Del Monte Corporation closed Plant #25 following the 2012 processing season <br /> and ceased discharge on 31 August 2012. On 8 February 2013, Del Monte Corporation <br /> sold Plant#25 and it is not anticipated to be used for food processing in the future. A <br /> revised Monitoring and Reporting Program will be issued to Del Monte Corporation and the <br /> City of Kingsburg to continue monitoring groundwater in the vicinity of the LAA. However, <br /> Order 86-044 is no longer necessary and should be rescinded. (SJH) <br /> b) Kern Valley Sanitary Landfill, Kern County <br /> Waste Discharge Requirements Order R5-2002-0073, adopted 26 April 2002, prescribed <br /> requirements for closure and post-closure maintenance of the Kern Valley Sanitary Landfill <br /> in Kern County. Waste Discharge Requirements Order R5-2013-0011, adopted by the <br /> Central Valley Regional Water Quality Control Board for the landfill on 1 February 2013, did <br /> not rescind Order R5-2002-0073 due to a typographical error. Therefore, it is appropriate <br /> to rescind Waste Discharge Requirements Order R5-2002-0073. (REH) <br /> c) Jessie's Grove Winery and Spenker Ranch, Jessie's Grove Winery, San Joaquin <br /> County <br /> Waste Discharge Requirements Order R5-2004-0079 was adopted by the Central Valley <br /> Water Board on 4 June 2004 to regulate the discharge of winery wastewater at Jessie's <br /> Grove Winery. Since that time, the Dischargers have not applied wastewater to land, and <br /> all wastewater is stored in tanks before being hauled off-site to a permitted disposal facility. <br /> On 18 April 2013, the Executive Officer issued a Notice of Applicability to regulate the <br /> operation under the Conditional Waiver of Waste Discharge Requirements for Small Food <br /> Processors and Small Wineries within the Central Valley Region (Order R5-2009-0097). <br /> Consequently, Order R5-2004-0079 is no longer necessary and is rescinded.
