San Joaquin Valley <br /> Unified Air Pollution Control District <br /> February 18, 1997 <br /> RECEIVED <br /> Kerry Sullivan FEB 2 0 1997 <br /> San Joaquin County <br /> Community Development Department Community Development De <br /> Development Services Division (�� <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: USE PERMIT FOR A 125,000 SQUARE-FOOT WAREHOUSE AND A <br /> 2,800 SQUARE-FOOT OFFICE SPACE ADDITION (UP-97-1) <br /> Dear Ms. Sullivan.- <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed <br /> project and offers the following comments: <br /> The San Joaquin Valley has been designated serious-nonattainment by the US EPA for <br /> 03 (ozone) and PM-10 (particulate matter, dust). The California Air Resources Board <br /> (CARB) has designated the Valley as severe-nonattainment for 03 and nonattainment <br /> for PM-10. The Federal Clean Air Act and the California Clean Air Act require areas <br /> that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, this project will not a significant impact on the <br /> ambient air quality. Therefore, a negative declaration is appropriate from an air quality <br /> perspective. <br /> The construction phase of this project can generate emission from the movement of <br /> soil, use of heavy equipment, bulk materials handling, asphalt paving and other related <br /> activities. As a result, this project is subject to District Regulation VIII (Fugitive Dust <br /> Prohibitions). The purpose of Regulation VIII is to reduce the amount of fine particulate <br /> matter (PM-10) entrained into the ambient air from man-made sources. The attached <br /> Synopsis highlights many of the requirements contained within Regulation VIII. The <br /> Synopsis is not meant to be all inclusive, but it can be a useful compliance aid in the <br /> field and office alike. <br /> David L.
