Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Major Subdivision No. PA-02-631 with the Findings and Conditions of Approval <br /> contained in the staff report. <br /> Findings <br /> 1. The proposed subdivision is consistent with the General Plan, any applicable Master Plan, Specific <br /> Plan, and Special Purpose Plan, and any other applicable plan adopted by the County. <br /> • This finding can be made because the Residential-Low Density (R/L) General Plan <br /> designation and Residential-Low Density (R-L) zone permits the subdivision as proposed. <br /> The project complies with the General Plan density requirements for the R-L zone (2-6 <br /> dwelling units/gross acre). There are no Master Plans, Specific Plans, or Special Purpose <br /> Plans in the project vicinity. <br /> 2. The design or improvements of the proposed subdivision are consistent with the General Plan and <br /> any applicable Specific Plan or Special Purpose Plan. <br /> • This finding can be made because the design and improvements of the proposed <br /> subdivision are consistent with the standards contained in the General Plan. The parcels <br /> will be served by public sewer and water services, and the applicant will construct a <br /> detention pond to meter storm drainage water into Walker Slough. Upon completion of <br /> construction, the pond will be dedicated to and maintained by the Department of Public <br /> Works. <br /> 3. The site is physically suitable for the type of development proposed. <br /> • This finding can be made because the tentative map is consistent with the General Plan <br /> density requirements of 2 to 6 dwelling units per gross acre (2-6 du/1 ga). The parcels all <br /> satisfy the minimum lot size and width requirements for parcels in the R-L zone. The <br /> minimum lot size in the R-L zone is 6,000 square feet, and the minimum width <br /> requirements are 60 feet for parcels not located on a corner and 65 feet for parcels located <br /> on a corner(Development Title Sections 9-310.3, 310.4 & 310.8). <br /> 4. The site is physically suitable for the proposed density of development. <br /> • This finding can be made because the tentative map is consistent with the General Plan <br /> density requirements of 2 to 6 dwelling units per gross acre (2-6 du/1 ga).
