Recommendations
Action
It is recommended that the Planning Commission:
1. Approve the Negative Declaration; and
2. Approve Major Subdivision No. PA-02-631 with the Findings and Conditions of Approval
contained in the staff report.
Findings
1. The proposed subdivision is consistent with the General Plan, any applicable Master Plan, Specific
Plan, and Special Purpose Plan, and any other applicable plan adopted by the County.
• This finding can be made because the Residential-Low Density (R/L) General Plan
designation and Residential-Low Density (R-L) zone permits the subdivision as proposed.
The project complies with the General Plan density requirements for the R-L zone (2-6
dwelling units/gross acre). There are no Master Plans, Specific Plans, or Special Purpose
Plans in the project vicinity.
2. The design or improvements of the proposed subdivision are consistent with the General Plan and
any applicable Specific Plan or Special Purpose Plan.
• This finding can be made because the design and improvements of the proposed
subdivision are consistent with the standards contained in the General Plan. The parcels
will be served by public sewer and water services, and the applicant will construct a
detention pond to meter storm drainage water into Walker Slough. Upon completion of
construction, the pond will be dedicated to and maintained by the Department of Public
Works.
3. The site is physically suitable for the type of development proposed.
• This finding can be made because the tentative map is consistent with the General Plan
density requirements of 2 to 6 dwelling units per gross acre (2-6 du/1 ga). The parcels all
satisfy the minimum lot size and width requirements for parcels in the R-L zone. The
minimum lot size in the R-L zone is 6,000 square feet, and the minimum width
requirements are 60 feet for parcels not located on a corner and 65 feet for parcels located
on a corner(Development Title Sections 9-310.3, 310.4 & 310.8).
4. The site is physically suitable for the proposed density of development.
• This finding can be made because the tentative map is consistent with the General Plan
density requirements of 2 to 6 dwelling units per gross acre (2-6 du/1 ga). The entire
project area is 6.88 acres, which results in a density of 4 dwelling units per 1 gross acre (4
du/1 ga).
San Joaquin County PA-02-6311Noceti
Community Development Page 5
