n - <br /> District until the transferred area is placed on the assessment role of the District. (Development Title <br /> Section 9-1150.11) <br /> I. A County Service Area shall be created prior to approval of the Final Map to provide for the <br /> operation, maintenance, and improvement of storm drainage and street lighting facilities. A new <br /> assessment for the zone shall be approved by the property owners prior to approval of the Final <br /> Map. The assessment for the new zone shall be based on the cost for maintenance, operation, <br /> system improvements, and any replacement program of facilities within the CSA. The applicant shall <br /> pay for the cost to process the transfer and assessment for the new zone (Proposition 218). In <br /> addition, the applicant shall pay for the maintenance and operation of the system from the time the <br /> facilities are accepted by the District until the transferred area is placed on the assessment role of the <br /> District. (Development Title Section 9-1100.5) <br /> m. This subdivision is approved for recording as a single unit. Phasing is not approved. (Development <br /> Title Section 9-1100.3) <br /> n. A Preliminary Soils Report is required in accordance with the County standards for the purpose of <br /> determining the R-Value for the design of the roads. (Development Title Section 9-910.2) <br /> o. All utilities shall be underground except power transmission facilities of 35 KV or greater. Public <br /> utility easements shall be provided along the road frontage of the subdivision and as required by the <br /> public utility companies. (Development Title Section 9-1155.2) <br /> p. A grading plan shall be submitted and approved prior to approval of the Final Map. The grading plan <br /> shall contain the information listed in the UBC, Appendix, Chapter 33, Section 3309, with complete <br /> drainage details and elevations of adjacent parcels. Retaining wall details shall be submitted where <br /> applicable. Grading in excess of 5,000 cubic yards shall comply with Sections 3309.3 and 3309.4 for <br /> "Engineered Grading Requirements." Grading that disturbs more than five acres will require a <br /> National Pollutant Discharge Elimination System permit. <br /> q. The subdivider shall agree to and shall pay user fees for the utility services from the time <br /> improvements are accepted by the County until the lots are placed on the County tax rolls, or up to <br /> an 18-month period, as the case may be. (Subdivision Map Act Section 66493) <br /> r. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control Devices and <br /> San Joaquin County standards and shall be shown on the improvement plans. (Development Title <br /> Section 9-1150.2) <br /> s. An Offer of Dedication of ground water rights is required. <br /> t. All new structures shall be elevated to one foot above the 100-year flood elevation of 12 feet NGVD. <br /> In addition, all new structures shall be set back 25 feet from French Camp Slough. <br /> u. The lots adjacent to Turnpike Road shall have driveways designed to restrict backing onto Turnpike <br /> Road. <br /> v. The developer must file a Notice of Intent with the Regional Water Quality Control Board and submit <br /> a Storm Water Pollution Prevention Plan for review by the Storm Water Management Division. <br /> w.
