San Joaquin Valley , <br /> Air`PollutionControl'D1strlct RECElVED <br /> MAR -- <br /> 3'200 <br /> March 2 2006 Community Development Dept <br /> Ms:Kathy Allen <br /> SarrJoaquin County <br /> Community Dei.'Dept.. - <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Subject: PA-0500729—Olivera Family Limited Partner Poultry Farm <br /> Dear Ms. Allen, <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has previously commented on this <br /> project: <br /> • District Reference Number C200501491, mailed to you on November 16,2005 <br /> • District Reference Number C20060141, mailed to you on January 30,2006 <br /> Upon further review of the project,the District offers the following additional comments: <br /> Our original comments did not account for the closure of existing facilities operated by the applicant that are <br /> expected to reduce the net air quality impacts of the this project in the San'Joaquin Valley Air Basin. The <br /> applicant, Mr. Olivera, via phone conversations with District personnel, has indicated that his poultry farm in <br /> Merced County(180,000 birds)has been closed and one in San Joaquin County(700,000 birds)will be phased <br /> out as the new facility becomes operational. Mr. Olivera plans to consolidate his operations and relocate these <br /> birds into a new facility. The current application would allow him to increase his production by 120,000 for an <br /> eventual maximum total of 1,000,000 birds. Accounting for the closure of the two facilities, the District <br /> estimates that the net increase of 120,000 birds would result in air emissions of approximately 3.0 tons per year <br /> of reactive organic gases (ROG). This increase is less than our 10-ton per year significance threshold for <br /> ROG. <br /> The District is currently processing a permit application for this project. The applicant also needs to obtain a <br /> District Permit to Operate (PTO) for the farm slated for eventual closure. An Authority To Construct (ATC) <br /> application was submitted for the new facility on Undine Road - District facility ID # N-7332, Project Number <br /> N1054000. Based on the projected operational capacity over the next three years, the new facility does not <br /> require Air District Permits at this time. Prior to increasing the facility capacity to 500;000 or more birds an ATC <br /> permit will be required. After issuance of the ATC, District staff will undertake an initial inspection to ensure <br /> compliance with specifications in the ATC before a PTO is issued. The PTO signifies that the applicant has <br /> met Air District permit requirements. The land use authority rests with San Joaquin County.
