Other requirements may also apply. These requirements cannot be <br /> modified. <br /> A. Contact the California Regional Water Quality Control Board, Central Valley Region, prior to <br /> development (Water Code, Article 5, Section 13280) and complete a Report of Waste <br /> Discharge (RWD) application. In the RWD include all plan.discharges including, but not limited <br /> to manure storage/composting, reverse osmosis discharge, and any discharge from the egg <br /> processing area. <br /> B. Submit a Manure/Solid Waste Management plan to the Environmental Health Department for <br /> review and approval prior to the issuance of grading or building permits. The manure waste, <br /> hair/feather, and dead animal management practices being performed by the agricultural <br /> operation shall be conducted so as to prevent the creation of excessive vectors or other <br /> adverse public healthtwell-being condition, otherwise manure shall be removed at intervals <br /> frequent enough to prevent the occurrence of such conditions (California Code of Regulations, <br /> Title 14, Article 8, Sections 17823.1, 17823.4, 17823.5, 17824;San Joaquin County <br /> Development Title Section 9-605.8(k)(4)-Dairies). A review fee of$210.00 is required at the <br /> time of submittal. A plan preparation guidance document is available upon request. <br /> C. Applicant shall make notification to the Environmental Health Department to conduct a <br /> composting I organics handling operation and make application for Notification Tier Permit 60 <br /> days prior to operation. A fee of$420.00 shall be paid at time of submittal to the Environmental <br /> Health Department. <br /> NOTE: Notification Tier Permit does not allow composting of mortality. <br /> D. An application for a permit to operate poultry ranch facility is required to be submitted to the <br /> Environmental Health Department prior to operation. <br />
