n ! <br /> F. The Environmental Health Department (EHD) requires that the facility install a misting system <br /> that uses odor masking 1 neutralizing agents. The system shall be installed and operational <br /> prior to actual operation of the facility. <br /> G. The EHD requires that the facility establish an account for the disposal of the manure in a <br /> landfill permitted to accept this type of waste. The facility will be allowed to maintain the manure <br /> onsite in accordance with the approved Manure Management Plan. However, if the facility is <br /> unable to find an approved reuse for the manure within 6 months, the manure must be <br /> disposed of in the landfill. The facility shall provide the EHD with a report showing the final <br /> deposition of the manure, whether by land application at agronomic rates or landfill disposal. <br /> The report shall be submitted to the EHD by the first day of February following the previous <br /> calendar year. <br /> H. The Environmental Health Department requires a Soil Suitability/Nitrate Loading Study <br /> incorporating proposed staff and customer use, indicating that the area is suitable for septic <br /> tank usage. This must be performed prior to issuance of building permit(s) (San Joaquin <br /> County Development Title, Section 9-1105.2(d)). A nitrate loading study is required, and a <br /> review fee of$525.00 must be paid at time of submittal to the Environmental Health <br /> Department. <br /> The sewage disposal system shall comply with the on site sewage standards of San Joaquin <br /> County P Pp prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is <br /> required for each parcel. A permit fee of$105.00 per percolation hole is required. <br /> I. Construction of individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development based on the Soil <br /> Suitability/Nitrate Loading Study findings (San Joaquin County Development Title, Section 9- <br /> 1110.3 & 9-1110.4). <br /> J. Construct water well under permit and inspection of the Environmental Health Department prior <br /> to occupancy. Should the number of non-resident individuals exceed 24 for at least 60 days <br /> per year, or the number of service connections exceed four, a yearly permit to operate a public <br /> water system will be required by the Environmental Health Department (San Joaquin County <br /> Development Title, Section 9-1120.2 and 9-1115.9.). <br /> i <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin <br /> County Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health <br /> and Safety Code, Section 116525 through 116570. <br /> K. Any person who sustains, stores, manages or receives agricultural by-products or other waste <br /> materials generated as a result of the operation of any agricultural property or produce <br /> processing plant shall do so in such a manner as to prevent the spread of disease, the <br /> occurrence of excessive vectors, odor, or feathers or other such adverse conditions related to <br /> the public health and well-being (California Code of Regulations, Title 14, Article 8, Section <br /> 17820). <br /> L. All inspection and enforcement costs related to any liquid waste, solid waste or vector <br /> at the Environmental Health Department that are verified upon inspection <br /> complaints receivedp <br /> P <br /> will be charged to the responsible party, pursuant to the Board of Supervisors Resolution B-92- <br /> 1591. <br />
