PM-10 (fine particulate matter, dust) has been designated serious <br /> nonattainment by the EPA and nonattainment by the CARS. The Federal Clean Air Act <br /> (CAA) and the California Clean Air Act require areas that are designated nonattainment <br /> to reduce emissions until standards are met. <br /> Based on the information provided, a negative declaration is appropriate from an air <br /> quality perspective. <br /> Projects of this type can generate emission from the movement of soil, use of <br /> construction equipment, bulk materials handling, asphalt paving and other related <br /> activities. <br /> This project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The <br /> purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM-10) <br /> entrained into the ambient air from man-made sources. Specifically, the Rules within <br /> Regulation VIII that apply to this project are: Rule 8010 (Administrative Requirements), <br /> and Rule 8020 (Construction, Demolition, Excavation, and Extraction Activities). <br /> David L.
