San Joaquin Valley
Unified Air Pollution Control District
November 22, 1996
Chandler Martin . ,
San Joaquin County `= ; 2 81996
Community Development Department
Development Services Division
1810 East Hazelton Avenue PU-MING NTSIM11
Stockton, CA 95205
SUBJECT: MS-96-28/SA-96-69 -- MINOR SUBDIVISION TO DIVIDE A 75-ACRE
PARCEL INTO TWO PARTS AND SITE APPROVAL FOR 3600 SQUARE-
FOOT ALMOND HULLER BUILDING AND AN OUTDOOR STORAGE PAD
Dear Mr. Martin:
The San Joaquin Valley Unified Air Pollution Control District has reviewed the
proposed project and offers the following comments:
The San Joaquin Valley's air quality has been designated serious nonattainment by the
EPA and severe nonattainment by the California Air Resources Board (CARS) for 03
(ozone). PM-10 (fine particulate matter, dust) has been designated serious
nonattainment by the EPA and nonattainment by the CARS. The Federal Clean Air Act
(CAA) and the California Clean Air Act require areas that are designated nonattainment
to reduce emissions until standards are met.
Based on the information provided, a negative declaration is appropriate from an air
quality perspective.
Projects of this type can generate emission from the movement of soil, use of
construction equipment, bulk materials handling, asphalt paving and other related
activities.
This project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The
purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM-10)
entrained into the ambient air from man-made sources. Specifically, the Rules within
Regulation VIII that apply to this project are: Rule 8010 (Administrative Requirements),
and Rule 8020 (Construction, Demolition, Excavation, and Extraction Activities).
David L.
