ATTACHMENT A
The Tracy Public Cemetery District(TPCD)currently operates a 20 acre cemetery at the
coiner of MacArthur Blvd and Schulte Road in Tracy. The existing cemetery currently
has an office and maintenance building on site. Tliere is an approximately 10 year supply
of gravesites at the current site.
TPCD plans to begin construction of the first phase at the new site in 2012 so they can
offer gravesites to the public at both the new and existing cemetery sites. "TPCD plans to
run all administrative functions from the existing site until it is close to reaching capacity,
estimated in approximately 10 years. At that time, the office building would be built at
the new site and administrative functions would be moved to the new site.
The first phase would include the maintenance facility that will include an office and two
bathrooms. The office would be the location of any on-site meetings with customers, and
the bathrooms would be for employee and customer use. Upon construction of the office
in later phases, one bathroom would be converted to storage and the office in the
maintenance facility will be used for maintenance functions.
As noted on Attachment 13, TPCD has had an average of approximately 200 funeral
services per year over the last five years, with a declining;trend. The trend is expected to
flatten out,and as the population in Mountain House increases and ages along with
increasing population in Tracy, the trend should very gradually trend upwards.
Cremations are also trending upwards as a percentage of the total services, currently
sitting at approximately 113 of the services. Nationally cremations are trending upwards,
and it is anticipated they will soon be more than 1/2 of all services. This is why TPCD has
planned for approximately one half of the gravesites at buildout to be cremain niches. It
is anticipated the 20 acre site will yield a total of approximately 62,890 grave sites and
cremain niches.
A common practice among cemeteries is to pre-install the burial vaults. This allows the
vaults to be buried very close to each other, and minimizes the ground disturbance and
labor for future burials. TPCD anticipates pre-installing sections of vaults as demand
necessitates.
Buildings and structures in the cemetery will be built in 2 phases. Phase 1 will include
the maintenance building which will be constructed within 18 months of CUP approval.
Phase 2 includes the office building and committal shelter. These two buildings will be
built within 10 years of CUP approval. They may be built at the same time or at separate
times, but within the ten years. A graphic depicting the 2 phases follows.
