QX-00-1 OF <br /> CM LANDMARK LATHROP GROUP LLC (C/O CARL COWART). <br /> A Quarry Excavation application to excavate 60 acres of a 162 acre parcel. <br /> Located on the southeast quarter of the intersection of Interstate 5 and <br /> State Route 120, south of Lathrop (APN: 241-030-03; Address: 800 E <br /> Street, State 120 Highway, Lathrop). <br /> Chandler Martin, Senior Planner; Gene Vocu, Triple "E"Engineering; Mahmoud Z. Parvar , <br /> Aristos, LLC;Ehud G. Mouchly, Readi,LLC; Carl Cowart; Owner; Martin R. Inouye and Ron <br /> Boyle, Omni-Means and Gabriel Karam, Public Works,were present for this item. <br /> Mr. Martin introduced the project. <br /> Mr. Boyle said he had a question regarding the screening. Mr. Martin informed the applicant <br /> that a landscaped berm is required along Madruga Road. Mr. Inouye said that Madruga Road <br /> has no traffic. Mr. Cowart said the road only goes to his property and another one. Mr. Martin <br /> said that he would take a look further at that issue. <br /> Mr. Martin said that he has not yet received any response from the Department of Fish& Game, <br /> Fish& Wildlife, and from State Clearinghouse. <br /> Mr. Martin indicated that his main concern is the groundwater. Mr. Martin indicated that his <br /> understanding is that the groundwater here varies depending on the year. If you go to a depth of <br /> 11 or 14 feet this year that may be dry, but three years from now the water may be higher from <br /> what Mr. Martin understands of the area. Mr. Martin said that he still has not received anything <br /> form Regional Water Quality Control Board. <br /> Mr. Vocu said that they had drilled the area twice the first time the ground water had been from <br /> 14 to 21 feet and the last time it was from 16 to 19 feet. Mr. Vocu said that as long as Brown <br /> Sand has his project going it will draw the groundwater down. Mr. Vocu indicated that once <br /> they hit ground water they would quit excavation and after that the topsoil would be brought <br /> back in and then it will become an alfalfa field. Mr. Vocu indicated that the applicant expects to <br /> excavate for approximately 3 years. Mr. Vouc does not expect the groundwater to be higher than <br /> the plan indicates. <br /> Mr. Martin asked if there would be processing involved, and if there would be any specify <br /> parking for the tractors. Mr. Vocu said no. Mr. Martin said he still has not heard back from <br /> Mines and Geology <br />
