The proposed use is consistent with the goals, policies, standards, and maps of the General Pian, any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan adopted by the County. • This finding can be made because the establishment, maintenance,and operation of the use do not conflict with the General Plan. The use type(Animal Raising-Small Animals) proposed in application PA-02-6 may be conditionally permitted in the AG-40 zone with an approved Site Approval application. 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary facilities have been provided, and the proposed improvements are properly related to existing and proposed roadways. • This finding can be made because the Community Development Department has required asphalt or concrete paving of the first 100 feet of Verigan Road from State Route 99 Frontage Road and the paving of the parking areas. The Environmental Health Department (EHD) is requiring that a soil suitability/nitrate loading study and a manure management plan be submitted and approved prior to issuing a building permit. 3. The site is physically suitable for the type of development and for the intensity of development. • This finding can be made because the property involved is of adequate size(10 acres)and shape to accommodate the proposed use. The animals will be contained in two (2) existing buildings totaling 30,000 square feet. There are no new buildings proposed for construction for this project. The ponds previously used for storing waste discharge are no longer going to be used because manure will be removed from the barns and taken off the site. 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be injurious to the property or improvements of adjacent properties. • This finding can be made because the Environmental Health Department and Community Development Department are requiring that the necessary studies be conducted.
