Applicant shall contact the Regional Water Quality Control Board and gain approval to operate a <br /> compost site at this location.. <br /> B. Applicant shall contact the Regional Water Quality Control Board and gain approval to re-use the waste <br /> -water from the olive processing plant as process water for the composting operation. <br /> C. Applicant shall contact the San Joaquin Valley Air Pollution Control District in regards to draft Rule <br /> 4565. <br /> D: Contact San Joaquin County Solid Waste Division and gain approval to have facility included in <br /> Countywide Integrate Waste Management Plan as part of the Non-Disposal Facility Element(NDFE). <br /> E. Construction of individual sewage disposal systems under permit and inspection by the Environmental <br /> Health Department is required prior to approval of the Improvement Plan(Development Title Sections <br /> 9-1110.3.and 9-1110.4). <br /> F. The facility requires a full Solid Waste Facility Permit(SWFP). Make an application for permit 180 <br /> days prior to anticipated start date. <br /> Part of the application for S WFP will require that a Report of Compost Site Information (RCSI) Plan be <br /> submitted. The following questions shall be addressed as part of the RCSI to be submitted to the <br /> Environmental Health Department 180 days prior to anticipated date: <br /> • Include an Odor Impact Management Plan as part of the overall compost site management plan to <br /> address how the facility will respond to odor complaints and actions taken to reduce odors. <br /> • What measure will be taken to control offsite litter? <br /> • What measures will be taken to screen green-waste for hazardous waste. <br /> a Explain how the facility design and operation will control the following: <br /> Vector problems, Dust problems, Storm-water, and Fire prevention <br /> • Compost re-using process from the olive plant contains high TDS. It is our understanding that a <br /> pilot project will be conducted to determine the quality of the compost. Provide a copy of the <br /> analytical of finish compost including TDS. <br /> • The EHD is concerned that the TDS will inhibit the composts ability to amend the soil and support <br /> i plant growth.
