The Application
Referral number is PA-0500462. The document briefly describes plans to establish a compost operation
using green waste and organic agricultural byproducts.. .
Composting activities involve the discharge of waste to land-for treatment and storage. These activities
may pose a threat to water quality through storm water runoff and/or leachate generation. Compost
facilities are typically subject to Waste Discharge Requirements (WDRs). Local approval of a new
composting operation should require the project proponent to comply with the California Water Code, as
x
described below.
{ Waste Discharge Requirements for Composting
In accordance with California Water Code Section 13260, the project proponent must submit a Report of
Waste Discharge (RWD) at least 140 days prior to discharging waste at the site. The RWD must be
sufficiently detailed to allowed staff to assess the project's threat to water quality. The RWD must
describe all feedstocks, additives, amendments, and other substances used in the process and their
proposed amounts. The RWD must also include site-specific plans and proposals indicating how the
facility design and operation will prevent nuisance conditions and the degradation of groundwater or
surface water quality.
Construction Storm Water Permit
a
Coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit for
Storm Water Discharges Associated with Construction Actiyities,.Order.No. 99-08-DWQ is required
when a project involves clearing, grading, disturbances to the ground, such as stockpiling, or excavation.
Currently, construction activity-thatinvolves soil disturbances on construction sites one acre or greater
or which are part of a larger common plan of development or sale require a construction storm water
permit.
California Environmental Protection Agency
Recycled Paper
i
