Site operator was present during the site visit. <br /> Operator indicated that the materials to be composted include yard clippings from the bay area, and stems, leaves, and <br /> peels from olive processing. Olive processing water will be used as part of the composting operation. The operator also <br /> indicated that there will be an 8 month trial period that will involve using only three acres at the south corner of the parcel <br /> prior to starting the full scale operation. <br /> The EHD has the following comments concerning the operation: <br /> • Contact the Regional Water Quality Control Board and gain approval to operate a compost site at this location. <br /> • Contact the Regional Water Quality Control Board and gain approval to re-use the waste water from the olive <br /> processing plant as process water for the composting operation. <br /> What measure will be taken to control offsite litter. <br /> • What measures will be taken to screen greenwaste for hazardous waste. <br /> • Explain how the facility design and operation will control the following: <br /> -Vector problems <br /> - Dust problems <br /> - Stormwater <br /> i <br /> k - Fire prevention <br /> • Compost re-using process from the olive plant contains high TDS. It is our understanding that a pilot project will be <br /> conducted to determine the quality of the compost. Provide a copy of the analytical of finish compost including TDS. <br /> • The EHD is concerned that the TDS will inhibit the composts ability to amend the soil and support plant growth. What <br /> is the intended market for the compost. <br /> • The EMD has concerns that the compost operation is waste driven and that nuisance conditions may result at the site. <br /> What measures will be put in place to assure that compost will be moved from the site in a timely manner. <br /> • Submit an Odor Impact Managenment Plan to address how the facility will respond to odor complaints and actions <br /> taken to reduce odors. <br /> r <br /> I <br /> 1 <br />
