Analysis <br /> Background <br /> On August 11, 1983, the Planning Division approved Development Plan application No. DP-84-0013 for the <br /> construction of the existing olive processing facility to include a 68,000 square foot warehouse and office <br /> building, and a 43,200 square foot processing building. <br /> On June 6, 1985 the Planning Division approved Development Plan application No. DP-85-0084 for the <br /> excavation of three (3) wastewater ponds for the storage of processed wastewater. <br /> On March 9, 1989, the Planning Division approved Development Plan application No. DP-90-0001 to add <br /> 10,000 square feet-of office space and olive processing buildings. <br /> On August 19, 1999, the Planning Commission approved Use Permit application No. UP-99-9016 for the <br /> expansion of the existing facility to include a 117,600 square feet warehouse and an 8,500 square feet <br /> office building. <br /> On February 1, 2001, the Planning Commission approved Use Permit application No. UP-00-0024 for the <br /> construction of a 12-acre evaporation pond for the storage of processed wastewater. <br /> On May 15, 2014, the Planning Commission approved Use Permit application No. PA-1400027 for the <br /> construction of two (2) evaporation ponds for the storage of processed wastewater. <br /> Facility Operations <br /> The existing Musco Family Olive facility is located on. 870 acres and includes a 48,000 square foot cannery, <br /> a 258,000 square foot warehouse, an 8,500 square foot office building, three (3) evaporation ponds, tarrk <br /> farm, 16-acre storage pond and parking lot. The facility is open. Monday through Friday, with office hours <br /> C <br /> rom 8:00 a.m. to 5_00 p.m., and processing operations occurring from 4:00 a.m. to 12:00 p.m. <br /> The proposed Use Permit application includes the construction of three (3) new evaporation ponds and an <br /> expansion of the existing olive farming operation. The three (3) evaporation ponds identified as Pond E, <br /> Pond F, and Pond G on the site plan dated February 16, 2018, would be constructed to accommodate salty <br /> process water generated by Musco Family Olive facility. Two (2) of the proposed evaporation ponds would <br /> be developed east of the ponds approved in 2014, and the third-pond would be developed west of the <br /> existing ponds approved in 2014. The comprised disturbed acreage for the three (3) new evaporation <br /> ponds is 14.70 acres. <br /> The expanded farming operation project site area is located to the west of the existing Musco Family Olive <br /> facility. The-farming operation will include approximately 200 acres of irrigated agriculture. A storage <br /> reservoir of approximately 12 acres will be developed in the far northwestern corner of the project site area <br /> and will include an approximate 400 square foot concrete pad with irrigation pumps to deliver the water to <br /> the farm. No new building or warehouse structures are proposed as part of the new application request. <br /> Scenic Corridor <br /> The Figure NCRA in the 2035 General Plan,Chapter 3.4 Natural and Cultural Resources(pg. 3.4-13), recognizes <br /> Interstate 580 as a scenic route extending from the County line east to Interstate 5. The proposed project area <br /> is adjacent to and south of Interstate 580 and is visible by vehicles traveling in both directions on the freeway. <br /> The proposed project would change the existing visual character of the site replacing open fields with <br /> additional evaporation wastewater ponds with berms surrounding them. <br /> San Joaquin County PA-1800037/Musco Olive <br /> Community Development Page 4 <br />
