Musco Olive is operating the wastewater system in violation of Waste Discharge <br /> Requirements (WDRs)No. 97-037 and Cleanup and Abatement (C&A) Order 5-00-717, as described <br /> below. <br /> Site Inspection Summqjy <br /> Enclosed with this correspondence is a site inspection report and photograph log. Observations of <br /> substantial noncompliance are summarized below. <br /> a Substantial grading work has been performed.at the site to allow installation of additional storage <br /> tanks. The grading covered-the previously existing stream channel: Review of Regional Board <br /> records indicates the work was performed without a Construction Storm Water Permit: <br /> A The modification of the natural drainage feature was performed without a Clean Water Act <br /> Section 404 Certification issued by the Corps of Engineers or a Section 401 Certification issued <br /> by the Regional Board. <br /> a The facility does not have an Industrial Storm Water Permit for stormwater that falls on industrial <br /> activities. <br /> a Wastewater that is pumped to the land application system comes primarily from three sources: <br /> rinse water, cooker cooler water, and transport (flume) water. All wastewater is pumped either to <br /> the Class 11 ponds or the land application system based on the origin of the wastewater. It is <br /> apparent that blending of high strength and low strength wastewater is occurring and the mixture <br /> is inappropriately applied to the land application areas. Blending of high and low strength <br /> wastewater was noted in the cannery and at the processing tanks. Spillage of acetic acid from the <br /> storage tanks during storage tank recirculation process results in wastewater of unknown quality <br /> being discharged to the land application area. <br /> California Environmental Protection Agency <br /> Recycled Paper <br /> The energy challenge facing California is real.
