Waste Discharge Requirements Order No. 96-075 specify that the Class II Surface <br /> Impoundments maintain a minimum 2 feet of freeboard. Mr. Tim O'Brien reports that the freeboard <br /> requirement was met and even exceeded (nearly 3 feet of freeboard in one pond and more in the second <br /> n owever, due to high wind conditions experienced 11 January pond), h p 2001, the required freeboard was <br /> not adequate to prevent illegal discharge of designated waste. Waves produced by the wind were <br /> cresting over the berm of pond B. As high wind conditions are often experienced in the area, the <br /> i the Class II impoundments should either be maintained at lower levels or a series of <br /> wastewater n p <br /> boozes should be floated across the ponds to inhibit wave action. The mitigation of possible wave action <br /> shall be in effect by 23 February 2001.
