FACILITY, SAN JOAQUIN COUNTY(Case File No. 2743 and 4035) i <br /> The Regional Board staff appreciates your assistance during our inspection and tour of the Musco Olive <br /> Products, Inc. facility on 23 June 1999. At that time, Ms. Camilla Williams, of this staff, and I both I <br /> visited your facility. Since visiting your facility and reviewing the case files in more detail, management <br /> has determined that I will review both the surface impoundment and the wastewater reclamation <br /> projects,which are permitted by the Regional Board. The inspection on 23 June indicated that your i <br /> facility is currently in compliance with the regulations and the Waste Discharge Requirements (WDRs) <br /> Order No. 96-075 (Class Il Surface Impoundments) and Order No. 97-037 (Water Reclamation Project). <br /> However, it was also noted that the slope adjacent to the temporary storage pond for the reclamation <br /> project has severe erosional gullies that compromise the structural integrity of the pond. These erosional <br /> gullies should be repaired as soon as possible to avoid a catastrophic failure of the pond. Such a failure <br /> would result in a release that would be considered a violation of WDR Order No. 97-037. Additionally, <br /> the discharge specifications of that WDR indicate that necessary erosion control measures shall be <br /> implemented prior to the anticipated rainy season, but no later than 1 November(item 8 of 'Discharge <br /> Specifications",page 5 of WDR Order No. 97-037). This specification is applicable to the storage pond, <br /> as well as the field to which the water is applied. Given the schedule for olive processing operations, I <br /> would expect that the most opportune time to make the repairs Would be prior to the start of the next <br /> olive harvest. Therefore, to prevent any possibility of release with the addition of water to the pond <br /> when processing resumes, the water in the pond should be lowered and the repairs completed prior to <br /> 30 August 1999. Please inform me in writing of the completion date for the repairs. <br /> Additionally, I have reviewed the following reports: <br /> • Letter dated 21 April 1999 with transmittal of reclamation project data collected for the period of <br /> 1 January 1999 through 31 March 1999, <br /> • Letter dated 29 April 1999 with transmittal of surface impoundment monitoring data collected for <br /> the period of 1 October 1998 through 31 December 1998, <br /> • Letter dated 29 April 1999 with transmittal of surface impoundment monitoring data collected for <br /> the period of 1 January 1999 through 31 March 1999, and <br /> Letter dated 1 February 1999 with transmittal of surface impoundment monitoring data collected for <br /> the period.of 1.July 1998 through 30 September 1998. <br /> California Environmental Protection Agency <br /> ��Recycled Paper <br />
